HIGHLIGHTS
- Winterization: In government controlled areas of Donetsk and Luhansk Oblasts, 15
humanitarian agencies provided 20,376 households with winterization assistance. 8376
households received personal insulation (clothing, blankets, bedding) assistance; 9952
received assistance with heating (coal, wood, heaters, stoves); 1230 households
benefitted from shelter insulation (installation of insulation, window glazing, etc.)
activities; and 471 households benefitted from communal facility heating support. 25%
of this assistance was delivered through monetary assistance while 75% of assistance
was provided in-kind. The information is visualized on the Shelter Cluster Website. In
Non-Government Controlled Areas, 843 households have benefitted from the
distribution of fuel and 1390 households have benefitted from the distribution of
personal winterization items. Referrals for vulnerable displaced persons continue to be
received from shelter and protection partners, while Shelter/NFI humanitarian agencies
are forced to prioritize the most critical conflict-affected cases, as the volume of
assistance is not sufficient to cover all vulnerabilities created by the conflict.
- Training Securing Tenure in Shelter Operations: On the 7th of December 2016,
about 20 people from the Shelter Cluster in Ukraine participated in the training
“Securing Tenure in Shelter Operations.” The course materials were adapted from an
NRC manual which is available on the Global Shelter Cluster website (upcoming
translation) to the context of Ukraine. Through interactive working sessions, Shelter
partners working in different contexts of Ukraine were able to go through how to better
mainstream the issues of housing, land, and property into their shelter operations .
- Social Housing discussions between shelter partners and local authorities:
Following the request of several governmental authorities at regional and municipal
levels and shelter implementing partners, the Shelter/NFI Cluster has been looking at
the case of social housing. With the support of the Protection Cluster and the Housing,
Land, and Property Woking Group (chaired by NRC), the Shelter Cluster team has been
compiling case studies on technical construction, legal feasibility, beneficiary criteria,
and how to involve local authorities to make sure projects and policies sustainable. The
Shelter Cluster team also attended a number of important meetings on this thematic
during December including a meeting hosted by the Institute of Social and Economic
Research entitled “Who is the owner in an apartment building?” which was attended by
the Ministry of Regional Development, Building, and Housing of Ukraine.
