NEED ANALYSIS
Winterization activities in the non-government controlled area (NGCA) continue to be seriously impeded. This absence of assistance could lead to potential threat to life in the case of a severe winter. To date, only one convoy of 13 trucks has reached one location in NGCA to provide materials for basic repairs. Over 150 trucks are on stand-by and might not reach beneficiaries in need of basic shelter repairs ahead of the start of winter.

In Government controlled areas (GCA), the protracted displacement experienced by many IDPs is resulting not only in a need for consideration of mid-term integration solutions, but in some to cases of exhaustion of resources pushing returns of IDPs to place of origin still under conflict. Targeted transitional assistance such as Cash for Rent should be increased in order to secure mid-term stay, avoiding unwanted further displacement.

HIGHLIGHTS
• Shelter/NFI Cluster has released the final report of the Shelter Assessment led by REACH and supported by UNHCR in five Eastern Regions of Ukraine (Kharkiv, Dnipropetrovsk, Zaporizhzhia, Donetsk GCA and Luhansk GCA), focusing on displacement trends, shelter and non-food items needs, income, and rent. • Sub-National Shelter/NFI Cluster for Northern Donbas has released its recommendations with regard to winterization 2015/16 (available here). As a result of several working meetings and collaboration of partners in the field, all have agreed on recommended thematics of response: personal core items, fuel, and shelter improvement. It is recommended to use these guidelines in other areas as well, mindful of regional context which may vary.
