Highlights

  • By the end of January, the Shelter, Energy and NFI Cluster reached 16,306 beneficiaries through partner organizations. Activities covered 8 states and Capital District.  As part of the response, 3 community centres were built, and 11 spaces delivering services for vulnerable population were rehabilitated, 27 street solar lamps were installed, and 2019 kits or basic NFIs were delivered for vulnerable population. 
  • In January, the survey for the Cluster Coordination Performance Monitoring was launched as an important exercise to get feedback on the partner organizations and identify potential areas of improvement based on the cluster core functions.  20 organizations provided their inputs resulting in four areas identified as strong areas for the cluster (providing services, informing decision making, planning and strategy development, and monitoring and reporting) and three areas evaluated as “satisfactory” with minor improvement needs (developing capacities for contingency preparedness and response, contributing to a solid incidence plan and promoting accountability for affected population).  An action plan will be prepared during February and March accordingly.
  • A revised logic frame for the sector was discussed with the Strategic Advisory Group and presented to partner organizations as part of the initiation of the process for the HRP 2022-2023.

Need analysis

  • People in Need for the Cluster was established in 2.004.376 people. In the calculation of this figure people in substandard shelter in risk of natural disasters including floods and landslides, people identified with critical needs in access to electric energy and energy for cooking, and people in need of basic NFIs and in risk of natural hazards were considered.
  • In January, a conflict between irregular armed groups took place in Apure state.  There are extraofficial reports of missing people in the area and reports of three death people.  As a result of this conflict information has been received on displaced population.  No formal request for humanitarian support was received during the month.  However, an intersectoral response plan is being prepared locally to respond when require from the authorities.

Response

  • In January 2022 16,306 individuals were reached by Shelter, Energy and NFI activities (54% female and 46% male) in 8 states and the Capital District.  The states covering the highest number of beneficiaries were Miranda, Portuguesa, Táchira and Apure. 
  • As part of the Shelter Response, 3 community centers were built with the participation from the communities provide protection services for population in Carabobo and Miranda.  11 centers were benefited by rehabilitations including 4 schools, 2 health centers, 2 temporary shelters, 2 community centers and 1 coordination authority center.
  • Activities to improve access to Energy included the installation of 27 street solar lamps in communities, community centers and schools in Miranda and Carabobo State.
  • Regarding access to basic NFIs, 2008 individual kits were delivered for people in mobility in Tachira state and 11 habitat kits for vulnerable indigenous population in Amazonas state.

Gaps / challenges

  • An advocacy plan was prepared in January together with partner organizations and receiving the support from the Global Shelter Cluster, to strengthen activities to liaise with donors and other key stakeholders, identifying this as a challenge for the cluster in 2022.
  • The cluster participated in the definition of an intersectoral guide as part of the information for the projects in the HRP 2022-2023. This action addresses the need for complementarity, integral interventions, and impactful response as one of the key challenges to be addressed in 2022.
