GSC Strategy 2030

We are pleased to announce the launch of the 2030 Global Shelter Cluster Strategy, a bold and forward-looking framework designed to guide our collective efforts over the coming years. This version is a follow-up to the soft-launch version issued in June 2024. We have since incorporated many partners' inputs. 

At its heart lies a simple yet powerful truth: shelter is life-saving and life-enabling. It is where safety is found, families gather, learning and healing take place, and futures begin to be rebuilt. Providing shelter means not only protection from the elements, but the restoration of hope, dignity, and opportunity.

Today, we face an alarming increase in the number of people in need of shelter and settlement solutions. Yet, we also face a world of unprecedented ambiguity in the humanitarian sector, driven by shifting geopolitical realities, environmental and climate pressures, and economic uncertainty. However, there are opportunities if we can capitalize on localization initiatives, technological innovations, better connecting humanitarian and development programming and inspiring more sustainable approaches. The challenge requires us to be more adaptive, prepared, and united than ever

The 2030 Strategy responds to this need. It reflects the contributions and insights of a wide range of stakeholders and draws from decades of shared experience. It is intentionally aspirational, to work towards extending the impact of shelter and settlement responses and to gain the optimal reach with the resources available to the people who need it the most.

The Strategy has been developed under the leadership of the GSC Strategic Advisory Group, which will also guide its implementation. However, its success depends on continued engagement and collaboration across the entire Cluster Partnership.

We invite every partner to read the Strategy, reflect on its goals, and consider how we can bring it to life together

This is more than a document. It is our shared commitment to doing better for the people we serve and the future we are helping to shape.
