HPC Guidance Package

The GSC "HPC Guidance Package" provides essential tools and resources developed by the Global Shelter Cluster (GSC) to assist Shelter Cluster Coordinators in drafting the Shelter chapter of the Humanitarian Needs and Response Plan (HNRP) or the Humanitarian Response Plan (HRP). This guidance ensures that the shelter needs and response strategies are accurately reflected, aligned with OCHA's requirements, and based on evidence. The package offers practical insights on shelter-specific inclusions, mainstreaming environmental and climate change considerations, disaster risk reduction, gender-based violence (GBV) risk mitigation, and the promotion of inclusive programming.
