Highlights

  • The number of IDPs continues to decrease (from 2.6 million as of Dec 2017 to 1.27 million as of Oct. 2020); while the numbers of returnees has increased (from 3.2 million, end of Dec.2017 to 4.78 million, end of Oct.2020). 
  • Out of the overall SNFI Cluster target of 524,750 individuals, 209,408 (123%) have been assisted with NFI kits; 86,108 (24%) have benefited from shelter interventions

Need analysis

As per the IOM-led DTM report, 1.22 million IDPs and 4.83 million Returnees have been identified across the country, from Jan 2014 to December 2020.

The number of IDPs continues to decrease (from 2.6 million as of Dec 2017 to 1.22 million as of Dec. 2020); while the numbers of returnees has increased (from 3.2 million, end of Dec.2017 to 4.83 million, end of Dec.2020).

  • 17% of those IDPs are in camps, while 75% are currently in private settings (in rented accommodation or with host families); 8% remain in critical shelter arrangements (unfinished/abandoned building; school/religious buildings and informal settlements).
  • 95% of the returnees are in their habitual residence, 1% in private settings while 4% live in critical shelter arrangement such as informal settlements, unfinished and abandoned buildings, schools, religious structures.

Response

Out of the overall SNFI Cluster target of 524,750 individuals, 294,426 (173%) have been assisted with NFI kits; 186,564 (53%) have benefited from shelter interventions:

  • 133,369 people living in camps and informal settlements have been reached with NFI kits; 94,893 people have been provided with emergency shelter interventions.
  • 69,484 people living out of camps have been reached with NFI kits; 46,123 people have been provided with emergency shelter interventions.
  • 91,573 returnees have been reached with NFI kits; 45,548 people were assisted with either emergency repairs of War Damaged Shelter (WDS) or provided with Sealing-off Kits.

COVID-19 OUTBREAK RESPONSE 

  • The Iraq Shelter Cluster has closely worked with Health Cluster, WHO and other relevant ICCG members to prepare an operational guideline on how to set up and manage Quarantine and isolation areas in IDP camps. The guideline has been presented to both Shelter and CCCM partners and Q/I areas are being set up or under discussion with authorities.
  • In several IDP camps, a capacity of capacity for up to 160 tents was set up, hosting 410 individuals until Dec 2020. However, the government has closed those camps between Oct and Dec.
  • Four IDP camps in Dohuk which are still opened will install Q/I areas in the beginning of 2021

 

Gaps / challenges

  • Between October and December 2020, 16 IDP camps have been suddenly closed by the government, causing close to 30,000 IDPs to move to out of camp settings. Rapid Response is ongoing to reach new arrivals from camps with shelter and NFI assistance. Over 3,000 HHs in 5 governorates will be targeted by 4 Partners through IHF funding.
  • The Shelter Cluster has just completed the 2021 Humanitarian Need Overview (HNO) and the sectoral Humanitarian Response Plan (HRP) for 2021.
  • IDP camps with established facilities for COVID-19 quarantine and isolation have now been closed. Establishment of quarantine and isolation areas in remaining IDP camps in Dohuk and Sulaymaniyah is still in the process.
  • Shelter Cluster Iraq is engaging with the recently established Durable Solutions Task Force to address wider issues for the Housing Sector, transitioning to development/stabilization activities, etc.
