Highlights
Around 1 million people remain in need of shelter and NFI support, a 60 per cent reduction since 2021. Among them, over 530,000 people are in acute need. The decrease in needs is primarily due to a narrower definition of humanitarian shelter needs, focusing on people living in critical shelter, including tents, unfinished and abandoned structures, make-shift shelter, and non-residential, public and religious building; and in sub-standard shelters that pose risks to the residents’ health, safety and dignity. Far more people, particularly returnees, have shelter needs that require longer-term solutions, beyond the humanitarian response.
People living in critical shelter are among the most vulnerable population groups and are at increased risk of facing other humanitarian conditions, including reduced access to health care and improved sanitation, increased risk of food insecurity, and lack of safety. Moreover, living in critical or hazardous shelter conditions impacts people’s safety and dignity, often prevent self-reliance and increase household expenditures on non-food items.

Need analysis
As per the IOM-led DTM report, 1.18 million IDPs and 4.96 million Returnees have been identified across the country, from Jan 2014 to Mar 2022.
The number of IDPs continues to decrease (from 2.6 million as of Dec 2017 to 1.18 million as of Mar. 2022); while the numbers of returnees has increased (from 3.2 million, end of Dec.2017 to 4.96 million, end of May 2022).
- 15% of those IDPs are in camps, while 76% are currently in private settings (in rented accommodation or with host families); 9% remain in critical shelter arrangements (unfinished/abandoned building; school/religious buildings and informal settlements).
- 95% of the returnees are in their habitual residence, 1% in private settings while 4% live in critical shelter arrangement such as informal settlements, unfinished and abandoned buildings, schools, religious structures.
Response
Out of the overall SNFI Cluster target of 310,673 individuals, 23,772 (27.82%) have been assisted with NFI kits; 4,083 (1.8%) have benefited from shelter interventions:

- Partners’ presence: some partners in the central and south area stopped their activities due to a lack of funding which affects the delivery of assistance to people in need.
- Access constraints: Partners have reported number of checkpoints requiring additional approvals from military commanders and to report their activities to authorities through unauthorized channels. Coordination with OCHA in country is ongoing to resolve those
- Funding limitation continues to greatly hamper partners’ response /implementation of identified activities.
