Highlights

During the reporting period of May 2021, shelter is among the top priority need in camps, camps like setting and host community across Borno, Adamawa, and Yobe states. According to the site tracker and DTM data, 1,117,340 HH are in dire need of shelter and NFI assistance mainly due to inadequate shelter conditions, overcrowding, and economic hardship. Those people particular in need of shelter and NFI assistance includes Internally displaced persons (newly displaced and protracted), returnees, and vulnerable host community hosting IDPs. IDPs who are newly displaced require urgent emergency shelter solutions while IDPs living in protracted situations and returnees need durable shelter solutions to improve their living condition and physical conditions against harsh weather.

In addition, according to the May site tracker report that 801,567 HH of households lack basic NFIs. The priority NFI needs reported by the affected peoples are Blankets, mats and mosquito nets. The main reported shelter issues were shelters partially damaged or completely damaged.

Response

Shelter and NFI partners assisted 10,595 HH with emergency shelter Kits, emergency shelter constructions, housing repair, transitional shelter kits, reinforcement of shelters and mudbricks as well as NFI interventions (Cash /voucher NFI, standard and improve NFI kits) to 400 HH in Borno, Yobe and Adamawa states.

Need analysis

The reporting month of May experienced a decrease in movement as compared to April resulting from the stability in the security situation in the North East Nigeria. A total of 7,814 Individuals (IND) movement (Arrivals 5,350 IND and Departures 2,464 IND) of the population across BAY State was recorded. The highest arrival was into Askira/Uba in Borno State with 883 IND, a majority of whom ended up in Ngohi Ward. Lamurde LGA recorded the second highest number of arrivals with 505 IND. Shelter was among the top priority need in camps, camps like setting and host community across Borno, Adamawa, and Yobe States. According to the site tracker and DTM data, 352,856 HH are in dire need of shelter and NFI assistance mainly due to inadequate shelter conditions, overcrowding, and economic hardship. Those particularly in need of shelter and NFI assistance includes Internally displaced persons
(newly displaced and protracted), returnees, and vulnerable host community hosting IDPs. IDPs who are newly displaced require urgent emergency shelter solutions while IDPs living in protracted

In addition, according to the May DTM Round 36 and site tracker report that 526,723 of households lack basic NFIs. The priority NFI needs reported by the affected people are Blankets, mats and mosquito nets. The main reported shelter issues were shelters partially damaged or completely damaged.

Response

In May, sector partners contiued to scale up the response to deliver camp coordination and camp management (CCCM) services as well as shelter and non-food items (NFI) assistance to meet the immediate and long-term needs of the displaced population. 2,119 households (HH) benefited from Emergency Shelter (ES) solutions which include construction of ES and distribution of ES kits, bringing the total assistance since the beginning of the year to 11,171 HH.

Gaps / challenges

With the onset of the rainy season, partners continue to advocate for the rehabilitation of most of the shelters in camp and camp-like settings. The CCCM reporting tool captured 10,149 shelters as the current figure for damages in camps. In the reporting month also witnessed 8 fire breaks in Borno state affecting 719 families thus further exacerbating the humanitarian needs amidst the preparation for the rainy season.
Shelter and NFI needs in the subsequent month are expected to increase as a result of rainy season. This is either as a result of heavy winds storm or extensive flooding that will damage emergency shelters that have exceeded their lifespan and displacement due to natural occurrence (rain and winds) community. 
 
Access and insecurity are the key challenges in some part of the BAY states as well as partners capacity along with funding constraint. Shelter and NFI needs are huge and sector partners collectively do not have capacity to meet all the needs of vulnerable displaced population. The sector through its active partners will continue to provide lifesaving and sustaining assistance in flexible and targeted approach.
 
The sector will continue to advocate for partners to construct shelters or distribute shelter materials and non-food items to close the gaps identified through providing lifesaving and sustaining assistance in a flexible and targeted approach
