Highlights

Shelter sector through it partners provided assistance to vulnerable people in need, reaching out a total of 509,470 IDPs, returnees and vulnerable host community members to date, through 15 of its active Shelter and NFI Partners who were working to provide the response. A total of 300,670 individuals have been assisted with NFIs, 154,405 with ESKs, 21,158 with transitional shelters including repairs and 2,230 with cash assistance for rental subsidies.

Need analysis

During the reporting month of November, the need to repair and construct more shelters to accommodate 13,740 Internally displaced population who are sleeping outside without shelter, and 3,833 in reception centers plus new arrivals, and the provision of NFIs cannot be overemphasized given the increasing needs prompted by multiple displacements due to the unstable security environment and other social, natural and economic factors. The usual response by shelter partners has been the emergency shelter kits and emergency shelter (Bama Types). Those response has many advantages including delivery timeline (easy and fast to deploy). The usual lifespan of emergency shelter ranges between 0 – 6 month and 6 month -to- 1 year; depending on the panel of response option. Internally Displaced Populations living in low-income neighbourhoods, camp settlements, informal settlements and in host communities continue to live in dire situation. The dwellings were often done with emergency shelter materials which are ill-suited to protect people from harsh weather. As stated, IDPs shelter are not sufficiently waterproofed and contains leaks, lack of insultation, termite destruction etc. It is always a challenge to support shelter response for affected population over this period these leads to either share shelters with other families or occupy uncompleted government facilities across Northeast especially Borno state

Despite the operational and security challenges, Shelter sector through it partners provided assistance to vulnerable people in need, reaching out a total of 509,470 IDPs, returnees and vulnerable host community members to date, through 15 of its active Shelter and NFI Partners who were working to provide the response. A total of 287,775 individuals have been assisted with NFIs, 154,405 with ESKs, 21,158 with transitional shelters and repairs and 1,500 with cash assistance for rental subsidies.

Gaps / challenges

- Insufficient fund remains a major and outstanding challenge in the Shelter and NFI response.

- Access and security hampers in providing response to the affected population in BAY states

- Insufficient land to construct shelters to identified affected households in need
