Highlights

In 2018, 1.67 million people in South Sudan are still in need of Shelter/NFI assistance. As per the Humanitarian Response Plan (HRP), the cluster will target 1.08 million affected population by the ongoing conflict in South Sudan; 70% of them will be served through in kind distribution while the rest, 30%, will be reached through Cash Based Interventions (CBIs).

Need analysis

• With the peace agreement signed between the government and the opposition, some internally displaced families currently living inside Protection of Civilian (PoCs) sites and collective sites are gradually returning to area of origin and or/ habitual residence. In anticipation of IDP returns the cluster has included the returnees’ response into the Humanitarian Response Plan (HRP) for 2019 as well as the response modality to be used. • Following cessation of hostilities between the government forces and the opposition armed elements, the humanitarian community has secured access to Baggari area in Wau County. Approximately 18,000 people had been reported scattered in various locations outside Wau Town without access to shelter and non-food items following clashes between the government forces and opposition armed elements. Partners are responding to the needs of affected populations through the distribution of emergency shelter and essential non-food items and are closely monitoring the situation. • Some locations in Central Unity (Koch, Mayendit, and Leer) and Central Equatoria (Yei County) remain hot-spot areas after continuous clashes between the government forces and opposition armed elements causing a large displacement of families. Partners are planning a joint assessment to determine the needs of the affected populations.

Response

• In 2018, cluster partners reached a total of 807,932 individuals (737,215 individuals with NFIs and 164,796 individuals with shelter assistance) from 132 distributions as a result of 139 needs assessments/verifications in nine states + Abyei Administrative Area. • In more stable and secure areas and where markets are functioning, partners engaged cash-based interventions (CBIs) targeting a small number of affected populations. In 2018, 103,120 individuals benefited from CBIs in 5 locations (Bentiu PoC, Abyei, Bor, Torit and Mundri) • The core pipeline managed to dispatch/ deliver 2,945 metric tons (MT) of stock from the central workhouse in Juba to field warehouses for further distribution by partners to crisis-affected populations.

Gaps / challenges

Access and insecurity remain the main challenges to the humanitarian community in South Sudan. Continuous and renewed fighting between the government forces and the opposition armed elements continue to impede access to humanitarian response.
