Highlights

Shelter

COORDINATION

  • MSNA 2024: as multi sectoral need assessment couldn’t be conducted, shelter sector adopted an alternative methodology to inform 2024 MSNA. The process started with 1) aligning 2023 PiN and Severity to the ‘Shelter Severity Classification’ approach introduced by GSC, 2) integrating SERNA outcomes and EQ intensity scale in the outcomes, 3) applying ‘Delphi Methodology’ to validate the data through surveying the views of identified expert panels.
  • HRP 2023: consultations between ISC and Government is led by OCHA and MoFAE, SNFI sector went through consultations with the line Ministry (MoLAE) on SNFI chapters in both HRP and EQ annex, the final draft was shared with both OCHA and MoLAE.

RESOURCE MOBILIZATION

  • SHF 1st Standard Allocation: 30 MUSD is allocated to mitigate winter conditions in underserved areas encompassing a multisectoral approach to early recovery/resilience in areas of high need, the allocation is designed to address emergency winterization response with 10 MUSD, while 20 MUSD is allocated for long-term multi-sector projects. This allocation strategy was completely designed by the ISC group, sector coordinators identified the sub-objectives, the activities, methodologies for targeting and prioritization, and approaches for multi-sectoral interventions.
  • Echo HIP Consultation: SNFI sector at WoS level along with the remaining sectors participated in ECHO’s consultations to inform ECHO 2024 strategy. Shelter sector focused on sustainable assistance, best technical practices, incorporating cash modality, and capacity building. The sector highlighted the major gaps such as instability, localized emergencies, and shortage of power.
  • Mapping of Capacity Building: The sector mapped out the key capacity building topics that partners believe are necessary to enhance shelter response. The key topics are categorized under three main areas: coordination, technical guidelines, and IM & Reporting. The outcomes of the survey will inform planning capacity building sessions.

COORDINATION

  • MSNA 2023: as multi sectoral need assessment couldn’t be conducted in 2023, shelter and NFI [SNFI] sectors adopted a hybrid methodology to determine humanitarian needs for 2024. The process includes: 1) determining preliminary [2023] needs by integrating MSNA 2022 into the ‘Shelter Severity Classification [SSC]’ framework, 2) overlaying Syria Earthquake Rapid Needs Assessment [SERNA] and EQ intensity [Richter scale] on SSC outcome and 3) validating the revised outcome through an expert panel members identified across the country via Delphi Methodology.
  • SHF 1st Standard Allocation: An envelope of USD 30M is allocated to meet critical humanitarian needs in underserved areas for the impending 2023-24 winter season. The allocation adopted a multisectoral approach with an aim to address early recovery/ resilience needs by assigning USD 10M to emergency life-saving winterization response and UDS 20M to enhance the resilience of communities/ HHs. NFI sector was assigned USD 2M for life-saving emergency interventions.
  • Deir-ez-Zor Contingency Plan: To address the humanitarian needs resulting from the hostilities in Deir-ez-Zor region, Inter-Sector Coordination [ISC] coordinated with relevant stakeholders and developed multiple scenarios. As per the most likely scenario [#1] 200,000 people are estimated to be affected with more 61,000 people being displaced. NFI sector response focussed on preparedness [by mobilising contingency stock] and response to displaced people with life-saving core NFIs. The contingency plan is envisaged to meet the needs of the affected people within three months of the start of confrontations.
  • Updated sector catalogue:  Catalogue is aimed at providing direction to sector partners on the minimum standards/ specifications of NFIs that should be adhered to while planning and implementing NFI response across Syria.  Items described in the catalogue are based on the global technical standards and market availably of locally sourced items. A technical working group (task force) was formed on 15 August to review the proposed specs and unit costing.

RESPONSE

  • Core NFI Response: During 3rd quarter, sector partners reached over 160K vulnerable people with provision of Core NFIs across 12 Governorates, with Aleppo & Deir ez-Zor being the areas with highest coverage. The total funding requirement for Core NFI interventions in 2023 stands at USD 196M.
  • Winter 2023-24 Planning: The sector has initiated planning for provision of lifesaving and life sustaining winter NFIs to overcome hard weather conditions. It is estimated that 2.7M people would need winter NFIs during 2023-24 with the sector’s capacity being acutely limited to meet these critical needs.

  • Deir Az-zour Emergency: ISC -based on the most likely potential scenario- identified the potential humanitarian consequences especially the potential displacement resulting from the hostilities in Deir-ez-Zor: estimated 200,000 people will be affected with over 61,000 being displaced.SNFI sector together with remaining sectors developed the responding contingency plans. Shelter sector focused on preparedness and appropriate response, the sector works with sub-national WG to identify the suitable activities for each shelter/settlement type, looked at the prepositioned stocks of tents and shelter kits, available funds and needed resources.
  • Cash for Rent: Shelter sector and Aleppo EQ-Operation Room are developing the process and timeline for evacuating 9 collective shelters in Aleppo Governorate in parallel with providing cash for rent enabling the evacuated families to rent houses as mid-term shelter solution.

Gaps / challenges

Shelter

  • limited access to the EQ damage assessment carried out by GoS affects the shelter response planning.
  • Significant economic decline coupled with price fluctuation has resulted in a decreasing scope and/or target of shelter projects.
  • Diminishing coping capacities of both IDPs and host communities as well as limited financial resources of government and sector partners are leading to an increase in shelter needs.

  • The difficult economic conditions continue pose significant challenges to the sector partners particularly in planning and procuring.
  • Access and safety continue to be challenges in some parts of the country as well as partner capacity and funding.
