Highlights

·     From July to December 2019 the Cluster has conducted field missions to Zulia, Bolívar, Táchira, Amazonas, Apure, Carabobo, and Sucre to identify needs and support the 2020 HNO data collection with Key Informant Interviews (KIIs).

·     A Technical Assessment Working Group on kits identified three basic kits: people in mobility with specific needs (both for individuals and families), and a domestic/habitat kit (families). The Cluster is still working on the NFI catalog and has started conversations with the Cash Working Group (CWG) to assess the costs of the kits.

·     The Cluster developed the log frame for the 2020 HRP projects and is working on the updated 3W/4W platform.

·     The Cluster developed a map of temporary shelter for people in mobility to facilitate planning and coordination among the Shelter Cluster members who expressed interest in implementing activities in those locations.

·     Through December 2019, the partners considerably increased the target beneficiaries for energy activities, including clean and renewable sources in key locations where the frequency of access to the public grid is limited.

Need analysis

·     Through the 2019 HRP cycle, most of cluster members remained focused on NFIs, however the capacity to implement energy-specific activities has improved considerably compared to the activation of the cluster.

·     There are only few cluster members that have conducted assessments at household level. Still, there is a need on conducting a shelter-specific assessment using quantitative data sources, and including energy indicators (frequency of access).

·     Despite the national cluster members are growing in number, they are still small in scale and capacity, thus limiting the capacity to implement activities in remote field locations.

Response

·     The cluster, through its partners, has reached a total of 67262 beneficiaries from shelter, energy or NFI assistance from July 2019 to December 2019, including a secure access to temporary shelter, shelter repairs, and NFI distributions.

·     A total of 14453 people benefitted from assistance to improve their shelter conditions.

·     A total of 27526 people benefitted from assistance to improve their access to energy/electricity.

·     A total of 25283 people benefitted from NFI distributions.
