Highlights

  • By the end of October, the Shelter, Energy and NFI Cluster reached 43,280 direct beneficiaries through partner organizations and 307,243 indirect beneficiaries through interventions in institutions and community spaces providing essential services to population.   Activities covered 16 states and Capital District.  As key figures for the response, 72 constructions and rehabilitations and 156 NFI distributions were made for spaces.  13 Shelter Emergency Units, 283 street solar lamps and 46 systems to generate electricity were installed. Also, 8,891 portable solar lamps and 3,733 habitat kits were delivered directly for the most vulnerable population, 2,545 kits were provided for people in mobility, and 8,459 people had access to temporary collective shelters.
  • In October, two meetings were held with the Ministry of Popular Power for Energy in order to identify collaboration areas in projects and synergies to improve access to energy and renewable sources of energy for the most vulnerable population, especially in remote areas of the nation.  Also, a round table with representatives from the Private Sector in Energy was organized by the cluster, identifying opportunities to develop joint technical trainings on energy and environmental related topics, as well as to map and identify possible collaborations on projects and interventions.
  • In October, the Shelter, Energy and NFI Cluster, together with the Food Security Cluster, organized workshops in the states of Táchira and Mérida on Sphere Handbook standards for Humanitarian Action and Disaster Risk Management with the participation of Civil Protection and Firefighters authorities and partners, including the review of action protocols and simulation exercises.

    Need analysis

    • By the end of October, the rainy season associated with the passage of several Tropical waves had affected at least 10 states and 25 municipalities.  According to official statements, 14 thousand homes had been affected by the rains and 33 temporary shelters had been set up.
    • During the month of October, joint needs analysis workshops were held with the participation of experts in Shelter, Energy and NFI sector in the states of Miranda, Distrito Capital, Sucre, Anzoátegui, Delta Amacuro and Bolívar.  Critical needs were detected in access to energy, with impacts on protection, health, food preservation for school feeding programs, among others, as well as serious damage to housing, especially in remote communities affected by the rains and river floods.  The results of these workshops, once the tour of 15 states of the country is completed, will be shared in December.

    Response

    • By the end of October, 43,280 direct beneficiaries were reached by Shelter, Energy and NFI activities (55% female and 45% male).   Also, interventions in institutions and other spaces providing essential services to population have reached indirectly 307,243 people of concern. Overall, the response covered 16 states and the Capital District.  The states with the highest number of direct beneficiaries were Apure, Zulia, Bolívar, Sucre, Miranda, Amazonas (prioritized states for 2022-2023 response), and Táchira and Barinas (border and transit strategic states).
    • As part of the Shelter Response, 72 constructions and rehabilitations of spaces providing essential services to population were completed. 22 in schools, 14 in temporary collective shelters, 15 in individual shelters with specific needs identified, 12 in community centers and spaces, 6 in health centers and 3 in spaces managed by authorities and other spaces.  Also 13 shelter emergency units were installed in schools, coordination authorities for disaster response and prevention and community spaces in Aragua, Miranda, Bolivar, Zulia Tachira and Merida states.   8,459 people occupied temporary collective shelters in Táchira, Apure, Zulia and Sucre states, and 190 received several trainings on safe construction practices to contribute to the sustainability of shelter interventions in Zulia communities, and preparedness for disasters in Tachira.
    • As for interventions to improve access to Energy, 283 street solar lamps were installed to prevent protection risks in communities, schools and community centers, 46 systems to generate electricity were installed in authority centers for disaster prevention and response, schools, community centers, and hospitals to benefit the population of interest. 81 people were directly benefited from energy interventions receiving trainings on alternative energy. 
    • Regarding access to basic NFIs, 31,708 individuals were benefited directly by distributions, including 3,733 habitat kits, 2,545 kits delivered for people in mobility, and 8,891 portable solar lamps delivered to mitigate protection risks. 156 distributions of NFIs were made for community spaces and institutions to provide essential services to population in need.  
    • In 12 states and capital district, response with NFIs was associated with the preparation and response to disasters caused by recent floods, benefiting 10,656 people in need. NFIs distributions to respond to the contingency included solar lamps, habitat kits, kits for people in mobility, kitchen sets, plastic sheeting, and flashlights, among others, for vulnerable population affected as well as for institution providing the response.  Also, energy generation systems and emergency housing units were delivered for authorities with the responsibility of responding to disasters and emergencies.

    Gaps / challenges

    • Despite the severity of the effects on energy in remote communities, as well as the serious effects on housing and NFIs related to the rainy season, resources are very limited: only 6% of the 2022 response plan for the sector has been financed.
    • There is a need to coordinate efforts among organizations and with the authorities to provide a timely response to emergency situations caused by rains, floods, and landslides.  The Shelter, Energy and NFIs cluster has made efforts to strengthen organizations' capacities and generate links with the authorities in this area.
