Highlights

  • Further conflict escalation reported in AlBayda displacing over 1,500 families.

Need analysis

  • While fighting in Marib and other conflict frontlines continue, further escalation is reported in AlBayda, displacing over 1,500 families mainly to neighboring districts and governorates.
  • Fire incidents continue to be a prevalent concern in IDP sites, 67 incidents recorded by the Shelter Cluster where already vulnerable displaced populations face regular risks to themselves, their shelters, and belongings resulting from these incidents. The major aggraving factors for such incidents are lack of proper infrastructure and site planning in self-settled sites, lack of safe and fuel-efficient cooking devices, inappropriate cooking fuel, and limited awareness and appropriate equipment to respond to fires.
  • The Humanitarian Country Team endorsed establishing a Technical Working on Housing Land and Property reporting to UNHCR Tri-Clusters (Protection, Shelter/NFI, and CCCM) to facilitate and provide technical support on HLP issues and concerns in Yemen.

Response

  • During the second quarter of 2021, Shelter Cluster assisted 320,826 IDPs, returnees, and vulnerable host community members.
  • A contingency plan was developed by the Shelter Cluster, reflecting scenarios for conflict and natural disasters and estimating 91,200 HHs for the most likely scenario and 240,540 HHs in the worst-case scenario. Prepositioning requirement for the most likely scenario is 64,890 core NFI kits, 77,868 bedding kits, and 38,913 enhance emergency shelter kits for a total requirement of US 31.6 million.
  • A flood alert system was developed by the Shelter Cluster and under a pilot phase. The tool is expected to boost the preparedness and predictability of the response mobilizing stocks and partners before the occurrence of events.

Gaps / challenges

  • Shortage of funding impacts maintaining and increasing sufficient capacities to handle critical and immediate emergency needs for 2.6 million individuals, also scaling up the resilience of over 1.2 million affected individuals i.e. only 1,000 emergency shelter kits remain available for the northern hubs.
  • Land issues and disputes have been exacerbated by the conflict, affecting primarily those living in camp-like situations with the threat of eviction but also deterring returns/recovery programs, and limiting opportunities for transitional or long-term solutions such as repairs or core housing programs.
  • It is imperative to break the cycle of constant emergencies and their associated recurrent needs shifting the focus to more mid to long-term solutions.
