Highlights

  • Heavy rainfall has been impacting Yemen, causing floods and flash floods mainly in Hajjah, Marib and Al Hudaydah governrates.. As of end of June, more than 44,000 HHs were affected according to the Shelter Cluster Flood Tracking System of which 31,700 HHs were verified. Assessment continues.
  • The development of the Yemen Shelter Cluster Environmental Profile is ongoing by the Global Shelter Cluster Environmental Expert
  • The 1st Standard Allocation of the Yemen Humanitarain Fund was launched and proposals submitted to mobilize resources. The focus is to support solutions oriented shelter activities targeting the most vulnerable families to maintain & upgrade existing shelters in poor conditions especially those in spontaneous sites, transitional shelters

Need analysis

The focus is to support solutions oriented shelter activities targeting the most vulnerable families to maintain & upgrade existing shelters in poor conditions especially those in spontaneous sites, transitional shelters for those with secured land tenure and the rehabilitation of houses in return areas.

 

Response

  • The Cluster received 12% ($30 million) of its 2023 funding requirements ($250 million) and has so far reached 320,000 IDPs, returnees, and vulnerable host with various shelter assistance including community-driven flood mitigation, Non-Food Items (NFIs), emergency shelter, transitional shelter , house rehabilitation and support for shelter maintenance, which improved the living conditions and mitigated protection risks.
  • The Cluster released the Yemen Cash for Rent Guidelines, which provides strategic guidance for the implementation rental support, a primary shelter response to mitigate immediate eviction of the most vulnerable families while finding solutions.
  • In response to the needs of communities affected by heavy rainfall and flooding, the Cluster assisted   10,000 most vulnerable families mainly with 5,700 NFIs 1,100 Emergency Shelter Kits and support for 1,100 shelter maintenance and upgrade. This represents 39% of the reported needs up to the end of June 2023. Needs assessment are still ongoing.

Gaps / challenges

  • Funding shortfall and the lack of livelihood opportunities continue to impact support for longer-term shelter solutions for the protracted situation including returnees.
  • In Marib, approximately 7,600 families are at high risk of eviction due to unaffordable rent coupled with the lack of livelihood. Marib Governorate host approximately one million IDPs of which 67% are living in hosting arrangement with the majority renting according to authorities.
