Ethiopia ESNFI Cluster Afar Emergency Shelter Kit and Implementation Guidelines May 2025
The Afar Region in Ethiopia is highly vulnerable to climate extremes, with arid conditions, high temperatures, and unpredictable rainfall. Despite its dry climate, the area experiences seasonal flooding from heavy rains in upstream highlands, particularly along the Awash River, leading to displacement and infrastructure damage. Additionally, intercommunal tensions along borders continue to affect stability.
A technical advisory mission was conducted from 24 to 28 February 2025 to assess the suitability of emergency shelter assistance for internally displaced persons (IDPs) in Afar. The mission aimed to refine shelter and flood response kits, incorporating feedback from affected communities to ensure shelter solutions are appropriate, climate-responsive, and aligned with humanitarian standards.
This document provides technical guidance for partners responding to emergency shelter needs in the Afar Region, focusing on support for IDPs. It consolidates recommendations developed through field assessments, community consultations, and technical analysis conducted in February 2025.
