Over 83 million internally displaced people face growing heat risks in inadequate shelter conditions. While the Common Framework for Extreme Heat Risk Governance offers tools for general risk mitigation, it fails to address the complex challenges in crisis settings—such as damaged infrastructure, limited resources, and insecurity. The Global Shelter Cluster urges integration of humanitarian needs into global heat governance to ensure equitable, life-saving interventions for vulnerable populations exposed to extreme heat in conflict or displacement contexts.
