The Protection Cluster’s Due Diligence Guidelines for HLP provides step-by-step guidance on engaging with HLP from the preparatory phase of a project through implementation and evaluation. The context is focused on Iraq, but useful information is provided for planning how to conduct due diligence for HLP in every stage of a project, focusing on the following intervention areas:
- Shelter construction of transition/temporary structures and permanent structures
- Shelter rehabilitation/repairs of partially damaged houses and residential buildings
- Shelter rehabilitation/upgrade of abandoned and unfinished buildings, collective centers and other substandard structures
The guidelines provide step-by-step guidance on how HLP Due Diligence steps to take for the following five phases of shelter project programming:
- Preparation
- Planning, including a set of questions for actors to clarify community HLP concerns, and procedures for when documents are missing or destroyed
- Pre-implementation, including a set of questions to ensure are asked during the beneficiary selection process
- Implementation, including a checklist of considerations for entering use agreements
- Evaluation and Feedback, including information for establishing an evaluation and feedback mechanism for accountability
Additionally, a glossary for clarifying the concept of land and property tenure is also provided.
