Description

This SOP provides guidance for implementing Cash-Based Interventions (CBIs) for shelter and non-food items (NFIs) in Myanmar, targeting vulnerable populations such as IDPs, returnees, and host communities. It outlines beneficiary selection based on displacement status, shelter damage, and vulnerability (e.g., women-, child-, or elderly-headed households). Cash assistance includes MMK 500,000–700,000 for emergency shelter (one-off), MMK 800,000–1,500,000 for shelter repair (in two installments), MMK 3,500,000 for shelter (re)construction (in two installments), and around MMK 600,000 for NFI kits (one-off). Mobile money is the preferred transfer method, with alternatives like over-the-counter (OTC) or direct cash used where needed. The SOP emphasizes technical monitoring, post-distribution monitoring, and protection risk mitigation. Coordination with community committees and reporting to the Shelter/NFI/CCCM Cluster are mandatory. While there is no immediate exit strategy due to continued high needs, efforts will gradually shift toward durable shelter solutions.
