BHA reports and research
These 6 thematic papers and three country contexts are the outputs from a humanitarian
review commissioned by USAID’s Bureau of Humanitarian Assistance (BHA) and conducted by
CARE International UK and the Centre for Development and Emergency Practice (CENDEP) at
Oxford Brookes University. The review primarily aims to document and learn from the
challenges and successes of over twenty years of USAID/BHA Shelter & Settlement
humanitarian responses in Afghanistan from 2002 to 2021, in the years following the 2015
earthquake in Nepal and after the 2013 Typhoon Haiyan in the Philippines.
