Description

Displacement in Ethiopia continues to drive severe shelter and NFI needs, with many households living in overcrowded, sub‑standard, or environmentally exposed conditions across regions such as Tigray, Amhara, Afar, and the southern and south‑eastern areas affected by drought and conflict. Return movements are increasing, but many families still require shelter repairs and HLP support to ensure safe and sustainable return. 

To guide an effective response, the ES/NFI Cluster has identified 24 Priority-1 woredas across seven regions, selected through a severity- and needs-based analysis that considers displacement trends, damaged shelters, environmental stressors, access constraints, and gaps in assistance. While needs exist beyond these locations, Priority‑1 areas represent the most acute gaps. This prioritization enables partners and donors to direct limited resources to communities facing the highest vulnerabilities in terms of shelter and NFI needs.
