Three months after the 18 March collapse of the last ceasefire between Israel and Hamas, the shelter system in Gaza is on the verge of failure. Relentless displacement, access restrictions, and the near-total destruction of housing have left hundreds of thousands of people without adequate shelter—and humanitarian actors without the means to assist them.
