The Shelter NFI Cluster response is impeded by severe access constraints that haves resulted in an extreme shortage of critical shelter and household NFIs.

In the south in particular there are no stocks of materials, and very few trucks arriving with Shelter NFIs such that we are unable to mount an effective emergency response to support to those who have been displaced, often multiple times. We are also not able to meet winterisation needs, and if a cease-fire occurs it will be  impossible to respond with the emergency shelter needs that will likely result from the significant movement of people back to areas of damaged and destroyed homes.
