Highlights

Shelter

  • Damage Assessment Framework: At the onset of the emergency, and based on secondary data, such as EQ intensity across affected areas, shelter type (from 2023 MSNA), and perceived reaction to seismic activity, the shelter sector estimated approximately 425K people to be in need of emergency shelter assistance.
  • Rapid Structural Assessment: The shelter sector heavily supported authorities and the Syndicate of Engineers in the development and rollout of a rapid structural assessment to determine building-level damage categorization.
  • SYNAT: The Syria Need Assessment Tool was developed and rolled out by an inter-sector coordination group to (primarily) determine the needs of those displaced to hosting arrangements.
  • Flash Appeal: The FA was launched at the WoS level, with the SNFI sector estimated emergency needs of USD 65 million.

  • HRP 2023 Update: HRP projects submitted to NFI sector were reviewed between December 14th through January 18th. Sector approved 7 dedicated projects towards NFI sector objectives and 8 multi-sectors projects with NFI components. The total requested amount is USD 31M excluding WoS projects. With inclusion of WoS projects, the total requirement for 2023 is USD 196M.
  • NFI Sector Strategy: is slightly modified by enhancing structure, definitions of activities and guidance on targeting approaches for both Core and Winter NFI assistance. The concept of ‘pre-winter reach’ has been introduced during the winter planning of the 2022-23 and accepted as standard.
  • Counting methodology: the NFI sector is using a new counting methodology identified as (Reach & Assisted), where Reached is if HH is provided with a minimum of 3 prioritized items or minimum cash transfer value. And Assisted if HH is provided with less than 3 prioritized items and/ or supplementary items or minimum cash transfer value.
  • Pool funds: Five resource mobilization mechanisms were activated with an aim of addressing the immediate needs of people affected by the earthquake: 1-SHF top-up; 2-SHF 1st Reserve Allocation; 3-SHF 2nd Reserve Allocation; 4- CERF 1 and 5-CERF UFE.

    EQ Response

    • EQ SNFI Strategy: Within the first week of the event, a dedicated earthquake specific SNFI strategy was developed through a consultative process and shared with partners and MoLAE. New response activities were introduced and categorized under three objectives of emergency, protection, and long-term emerged needs. Cash modalities for repair and rent and for mid-term shelter were included in the strategy.
    • Technical Guidelines: Dedicated TWiGs were formed to develop standards for the new activities and to revise and update the existing technical guidelines to fit the EQ response.
    • Resource Mobilization: 4 funding resources were mobilized directly after the EQ, and they are: top-up previous SHF, new SHF reserve allocation (entirely dedicated to shelter assessment and response), and two CERF allocations.
    • HRP revision: ISC group led by OCHA is discussing the best way to reflect the EQ emergency in the 2023 HRP.

    Regular Response

     

    • NES – Alternatives to Tents: A multi-functional Team conducted a field visit to NES camps and further explored the feasibility of proposed alternative options to tents. Further meetings and discussions to be held at HCT area level, NES forum, and with GSC.

      • Core NFI Response: in the 1st quarter, sector partners reached over 15K vulnerable people with Core NFI assistance across 8 Governorates, with Aleppo & Dará being highest. The total funding required for the whole year USD 196M.
      • Winter NFI Response 2022-23: as March marks the end of the winter season, the NFI sector partners reached 1.1M individuals with essential winter through both ‘gift-in-kind’ and cash-based modalities. The resources available to support this year’s winter response was at a historical low, the reach against the target 1.93M is (58%). Leaving a critical funding gap of nearly USD 105M, where only 15% of the activities were funded (USD 18M)
      • Earthquake response: in reference to the earthquake emergency, NFI sector partners were able to reach 332K individuals with core NFIs in the affected governorates Aleppo, Lattakia, Hama, Homs, Idleb, and Tartous.For more details, please see the flash update Here.

      Gaps / challenges

      • Limited access to the EQ damage assessment carried out by GoS affects the shelter response planning.

      Noon-food items

      • The funding gap for winterization 2022-23 stands at 85%.
      • The inflation rate continues to pose challenges to partners particularly in procuring items.
      • Access and safety continue to be challenges in some parts of the country as well as partner capacity and funding.
