Highlights

  • By the end of January, the Shelter, Energy and NFI Cluster reached 3,069 beneficiaries through partners interventions in communities’ spaces and temporary shelters.
  • The cluster participated in the organization and implementation of a simulation exercise with an earthquake scenario. This exercise is part of the preparedness activities that are being worked on to respond in a coordinated manner as part of the Humanitarian Country Team in the event of a sudden emergency. The organizing team shared the UNS SOPs. Some key topics were reviewed, such as the humanitarian programme cycle, needs assessment, emergency analysis and planning, resource mobilization, joint implementation, as well as the detailed review of the actions expected to be carried out jointly during a disaster. A practical simulation exercise took place with an earthquake scenario in a fictitious country, in which, through the interaction between the different organizations, it was possible to identify the strong areas of coordination, but also the areas for improvement for better preparation in this area.
  • The 2023 annual report of the Shelter, Energy and NFI was shared to partners organizations.

Need analysis

  • A needs analysis in the Sierra de Perijá area, Zulia state, is being carried out by the community to determine the composition and health status of families affected by vector-borne diseases and suffering from a deficit in the supply of electricity.  Non food items such as mosquito nets and solar lamps, among others, are required.

Response

  • By the end of January, the Shelter, Energy and NFI Cluster reached 2049 beneficiaries through partners interventions in communities and temporary shelters.
  • 1251 beneficiaries occupied temporary Shelters in Apure, Miranda, Falcón, Táchira and Zulia.
  • A system to provide energy was installed in Delta Amacuro, with 798 beneficiaries.

Gaps / challenges

  • Extreme conditions of lack of access to secure sources of energy have been identified in rural and remote areas, with cross-sectoral impacts and environmental consequences. These conditions affect the provision of health services, generate respiratory and environmental problems due to the massive use of firewood for cooking, increase the risks of violence due to lack of lighting, threaten lives due to improvised electrical connections, and affect the cold chain of food, as well as educational and water pumping activities.
  • Despite the progress made in 2023 in the humanitarian response to disaster emergencies, such as cross-sectoral coordination, the development of regional and local contingency plans, and the strengthening of the capacities of local authorities, there is still a need to strengthen the preparedness and response of humanitarian organizations in collaboration with national and regional authorities.
