Highlights

  • The extension of the Humanitarian Response Plan for Venezuela 2024-2025 was officially published. As part of the Cluster response, the plan aims to reach over 800,000 people through activities in community spaces and institutions. These activities include delivering NFIs and strengthening temporary shelters. Twenty-four partner organizations have proposed 23 projects in the sector, requesting a total of US$ 48.1 million.
  • The Venezuela Shelter, Energy, and NFIs Cluster Annual Report has been released. It includes successful responses from partner organizations, key coordination milestones, cluster strategic updates, CCPM results, financial analysis, and challenges ahead.
  • A new version of the NFI catalog has been published. This document resulted from a task force created in 2023, where different partners and clusters contributed to standardize two kits: the habitat kit and the kit for people on the move.
  • During the second half of January, an online and face-to-face training was organized to enhance the reporting capacity of partners. The focus was on how to report cluster activities effectively through the 345W platform.
  • In February, with the support of the ProCap Advisor, partners participated in a protection mainstreaming training. The primary objective was to incorporate protection principles and promote meaningful access, safety, and dignity in the shelter response.
  • In late March, within the 2023 CCPM process, the cluster validated results with partners during a workshop. Organizations defined key actions to strengthen the cluster’s core functions. The results are available through the following link .
  • The cluster team participated in a simulation involving an earthquake scenario. This activity is part of the preparedness efforts organized by the Humanitarian Country Team to respond in a coordinated manner during sudden emergencies.

Need analysis

  • During the first meeting with partners, the cluster discussed the main capacity building needs of the organizations. Some of the most important topics are comprehensive disaster risk management, climate action, safe construction, and energy for cooking. These topics, prioritized by the partners, are a key input for planning a training and course plan for 2024.
  • Heavy rains and hurricane winds on April 2 caused the collapse of a warehouse and affected 16 homes and 120 people, including the loss of their roofs in Amazonas state. The effects of the rains and hurricane winds caused the fall of a high voltage tower, located in the Ojo de Agua sector, North highway axis, Parhueña parish, causing the suspension of the electrical service in the Atures and Autana municipalities of the Amazonas state, leaving without electricity to around 150,000 people.

Response

  • By the end of March, the Shelter, Energy and NFI Cluster reached 3,143 beneficiaries through partners interventions in communities and temporary shelters.  Beneficiaries were 48% women, 28% children, 4% indigenous, and 3% people with disabilities.
  • 2,345 beneficiaries occupied temporary Shelters in Táchira, Apure, Zulia, Sucre y Falcón.
  • A system for energy generation was installed in Delta Amacuro to benefit 798 people in need.

Gaps / challenges

  • During Q1, partner response has been noticeably low in terms of the number of interventions and the population reached. Reportedly, some partners have failed to report activities despite having implemented them in the field. Additionally, the upcoming electoral process in July  poses limitations on the initiation of construction or rehabilitation works, which may require several months to complete.
  • At the field level, humanitarian access limitations have been reported in some eastern and southern states.  In Bolivar, access has been restricted to some areas due to security conditions, which has caused delays in the implementation of activities.
