Need analysis

  • Between July and Sep, 80 percent of Yemen experienced torrential rainfall and flooding, with more than 517,000 people. These floods resulted in the displacement of families, property destruction, and devastated infrastructure, services, agriculture, and livestock.
  • Winter is starting next month, with harsh temperatures threatening the lives and well-being of 134,000 displaced families in Yemen facing extreme winter temperatures. Such extreme conditions exacerbate humanitarian needs of conflict-affected people due to significantly declining household economic capacities to afford essential winter items. Response

  • During the third quarter of 2022, Shelter Cluster assisted 329,665 IDPs, returnees, and vulnerable host community members. The Mid-year report was released.
  • The Shelter Cluster Strategy for 2022-2024 has been finalized. Key messages include the implications of the sector being underfunded, rising costs of NFIs and shelter materials in the local markets, the importance of scaling up durable shelter solutions, localization, strengthening coordination, and the need to engage in settlement planning.
  • The SC Capacity Development Strategy 2022-2024 was released. The strategy aims at upscaling the human and technical capacity of the cluster partners mainly national/local institutions, to implement the shelter response effectively.
  • With the support from CRAterre University, YSC developed a Shelter Profile for Yemen introducing reference data on local building cultures to support the development of shelter and human settlements responses (preparedness, early-recovery or later phases linking with development stages) more focused on localization, reduction of climate change and environmental impacts, and promote self-recovery strategies.
  • The Cluster Coordination Performance Monitoring (CCPM) action plan review session was organized to measure the implementation progress.
  • The Cash for Rent Technical WG has been established to review how cash-for-rent programs are being implemented in the country and update the cluster guidance to ensure its fit for purpose.

Gaps / challenges

  • Limited financial resources hinder scaling up the shelter responses, including durable solutions and provision of winterization support. Funding shortage for implementing countrywide rental and Shelter/NFIs market assessment is affecting the cluster plans to upscale Market-based Programming.
  • Additional resources are needed to replenish the Shelter/NFI Cluster Common Pipeline contingency stocks to ensure a predictable response to emergencies.
