Technical Working Group (TWG) to inform Nepal Environmental Country Profile (ECP)

Background

The Shelter Cluster Nepal is currently developing an Environmental Country Profile (ECP) which aims to fill a gap in the knowledge base of the cluster highlighted during past responses. Linking to the cluster’s contingency plan, the profile will inform environmentally sustainable shelter programming by making key information about environmental considerations, impacts, concerns and opportunities relevant to shelter and settlements programming available and accessible to Shelter Cluster members. Central to the profile is a checklist which guides shelter practitioners through the steps required to ensure that environmental considerations are embedded in their programs.   

 

Aims and outputs of the ECP TWG

The aim of the ECP TWG is to ensure that the process of drafting the ECP draws on the extensive knowledge of Shelter Cluster members and Government counterparts working across Nepal, to develop relevant and up-to-date country-specific guidance. The ECP TWG will provide a common platform for partners to contribute to the content of the profile.

The output of the ECP TWG will be a checklist with annexed documents containing information relevant to shelter and settlements programming such as:

  • Ecosystems and protected areas
  • Environmental degradation and climate change risks
  • Legal frameworks/laws/regulations
  • Natural resource practices
  • Shelter building practices and materials
  • Resources and local contacts

It will be structured on the new (2018) Sphere Standards for Shelter and Settlement programming and designed to support coordination and technical capacity of the cluster, informing macro-level planning through to household item distribution.

The checklist and annexes will be living documents that can be added to by the Shelter Cluster over time. Links to draft annexes can be found below. 

ECP TWG Members will be asked to:

  • Support the recruitment process for the environmental consultant (share consultancy advertisement with the networks)
  • Suggest key stakeholders who can contribute to the process
  • Participate actively in TWG meetings and workshops
  • Contribute to the development of the structure and content of the ECP, reviewing and sharing best practices, case studies and other relevant resources and documents
  • Support detailed review of draft and final draft versions of the profile

Responsibilities:

  1. TOR analysis and reviewed by ECP TWG members  
  2. Verify and approval of the work plan, inception report by consultant.
  3. Development of the structure, timeline, content, checklist, and design of profile to be led by consultant, supported by ECP TWG Members.
  4. 2-4 TWG meetings (presentations and content finalization) to be held in between
  5. ECP TWG Members to participate and contribute to the national level finalisation workshop to be held in early June 2023
