This is a presentation from two calls that introduced new tools to support decision-making on using cash in shelter and settlement programming:
David Dalgado on behalf of the Global Shelter Cluster presented the Decision Tree, a practical guide to assess feasibility and appropriateness of cash-based interventions across criteria such as market functionality, safety, cost-effectiveness, and alignment with community needs. This was complemented by a MPCA/RRM-specific tool to help practitioners consider inclusion of household items and shelter in multi-purpose cash assistance or rapid response mechanisms; and also an Annex of resources that provides links to further guidance and best practices.
The tools aim to improve programme design by offering structured criteria and practical mitigations, supporting informed choices on when and how to use cash for shelter.
