Gaps / challenges

  • The Shelter Cluster struggled with funding for shelter activities this year. In 2022, the Shelter Cluster achieved less 40% of its intended target for emergency shelter kits, 15% of its target for shelter plus activities, and 49% of its rental assistance activities. More funds are required to address the repair needs of those most in need of shelter in 2023. It is hoped that the successes in 2023 will lead to better shelter solutions in 2023.
  • Shelter Cluster partners have voiced their concern about the increased price of materials during the New Year Period which can impact on the affordability of items for those using cash and vouchers. Shelter Cluster partners are encouraged to report price increases using the Market Monitoring Form of the Shelter Cluster.
