Highlights

According to the analysis of security colleagues, February 2023 was one of the Februarys with the most insecurity incidents in the last 3 years of the Northwest and Southwest Crisis. Besides ongoing rental assistance to support to 25 people in the Northwest Region, Shelter Cluster partners were not able to implement any other activities in the Northwest and Southwest. As an extension of its activities in the Northwest and Southwest, H4BF distributed NFI items to 136 households in the West Region, but these were incomplete kits.

February is a month that represents the preparation of new projects and that during the month there were several lockdowns that impeded partners' capacity to get the field. Shelter Cluster partners used the month to advance on preparation of their projects through project planning and assessments as they were able.

Need analysis

Armed clashes and attacks on villages that have resulted in the intentional burning of homes continues to cause instability and the need for provision of emergency shelter and nfi materials in the immediate aftermath of displacement. At the same time, during this new year period, partners have reported an increase in the price of items particularly those that would improve the dignity of their living conditions. The Shelter Cluster will be reviewing price monitoring and transfer values that partners are providing in their programming and revise guidance accordingly with the prices in local markets, while advocating for improved flexibility from donors. At the same time, those in protracted displacement continue to struggle with the affordability of rental accommodation and living in inadequate and damaged facilities. The first quarter of the year usually marks a prepatory stage for these activities.

Shelter Cluster partners, Norwegian Refugee Council and the International Medical Corps shared the results of a multisectoral needs assessment that they conducted in the Northwest Region in January 2023. The geographicla coverage included Njinikom in Boyo Division, Lip in Bui Division, the urban areas of Ako, Buku village, the urban areas of Nkambe, and Misaje Center in Donga Mantung Division, and central Ndop in Ngo-Ketunjia. The assessment found that 40% of these households were living in minorly damaged shelters, 35% were living in majorly damaged shelters, and 16% were not damaged. The most needed NFI materials reported were sleeping materials 38%, buliding materials (33%), and kitchen utensils (19%). 

Response

Northwest

  • AWA undertook an assessment in a remote village in Mbenji, using the Shelter Cluster standardized household tool. Data and analysis will be reported in March.
  • H4BF is planning to targeting 254 households with NFI support in Binju community in Nkambe.
  • SHUMAS in addition to supporting IOM with the distribution of the aforementioned activities also began its activities to support IDP students with rental assistance in Bamenda. 5 students returned to be supported from 2022, while there are 10 new students that will be supported by SHUMAS this year. SHUMAS also continued support of a vulnerable IDP family in Fundong with 6 months of rent that they began in 2022.
  • SIRDEP, the implementing partner of NRC, undertook preparations to begin beneficiary selection in the month of February for distribution of Shelter and NFI items. The targeted village is Kesu in Wum Subdivision.

  • NRC in addition to partnering with SIRDEP on distributions is also preparing to implement rental assistance activities Atuakom village in Bamenda 2. A detailed market assessment will precede the implementation of the project to see if the market prices have changed in light of the rising cost of living reported in Bamenda. NRC is also planning on replicating their repairs program to the Menchum Valley, specifically in Benakuma village. 

Southwest

  • DRC was unable to implement any activities in February due to the shorter months and the various lockdowns. Nevertheless, they conducted an MSNA  in Dschang quater and Malende in Kumba III and registration of potential beneficiaries has been done. Distribution in these communities is being planned for the month of March. Meanwhile an MSNA and registration of potential beneficiaries will be done in Ikiliwindi miles 10 & 12-Diongo.
  • NRC is planning to partner with AMEF to distribute shelter and nfi kits to 600 households in two locations: 300 households are targeted in Betock in Nguti in Kupé-Manengumba and 300 households are targeted in Ngolo-Bolo in Konye Subdivision in Meme Division. NRC is also planning on conducting rental assistance in Idenau for 40 households. The agency is also repairing a school in the same location. 

West

  • H4BF distributed buckets and soaps for 136 households in Foumbot in the West Region. 

    Gaps / challenges

    February similar to last year at the same period marked a period of planning and preparation for many of the agencies, so it is necessary to advocate todonor agencies to ensure an acceleration of the funding to agencies so that they are still in a position to respond when displacements and damaged to homes occurr. 

    Follow up is needed with agencies to ensure that compliance with cluster recommendations and sharing of data is done. The Shelter Cluster is working on a database to consolidate all data of partners to serve as a tool for needs analysis, and also to determine whether assistance is supporting people to move from a lower degree of needs severity to a more resilient one. 

    Over the course of the last month, the Shelter Cluster has advocated for conversations on transfer value to be decentralized so that compliance with Shelter Cluster guidelines are done by all stakeholders to the humanitarian response.
