Gaps / challenges

The Shelter Cluster has had to work in the month of April to ensure that the Shelter Cluster strategy and implementation is understood by humanitarian actors who may be implementing cash programming not yet linked to the Shelter Cluster. Part of this challenge is due to the fact that the Inter-Agency Standing Committee Cash Coordination Model is not yet fully implemented in Cameroon.
