Developed by three organisations – IFRC, Handicap International and CBM – who have substantial experience of addressing the needs of vulnerable groups after disasters and crises, this document draws upon existing guidelines from these and other institutions as well as relevant national and international standards and the expertise of practitioners. The aspiration is that it will become a key reference to inform shelter and settlements planning and implemention, ensuring fully inclusive humanitarian action
