HPC 2025

The Humanitarian Programming Cycle (HPC) is the framework guiding the Sudan Shelter Cluster's efforts to provide effective and timely shelter and non-food item (NFI) assistance in crises. It begins with needs assessment and analysis, where data from multi-sectoral assessments (e.g., MSNA 2024) and tools like the Displacement Tracking Matrix (DTM) or Integrated Food Security Phase Classification (IPC) are used to identify shelter gaps and vulnerable populations. This evidence forms the basis of strategic response planning, where priorities are aligned with the Humanitarian Response Plan (HRP), ensuring the integration of protection, gender, and climate resilience considerations.

In the resource mobilization phase, the Sudan Shelter Cluster advocates for funding through mechanisms such as the Sudan Humanitarian Fund (SHF) and other donor contributions, leveraging detailed gap analyses and data-driven justifications. Once resources are secured, the Cluster supports partners in implementation and monitoring, ensuring shelter solutions such as NFI kits, emergency shelters, and transitional housing are delivered effectively. Progress is tracked through tools like 5W reporting, post-distribution monitoring (PDM), and real-time dashboards, while adherence to Sphere and Sudan-specific standards ensures quality.
