In December 2023, the Shelter Cluster continued its vital role in providing emergency shelter assistance to conflict-affected individuals, particularly those near active conflict lines. A total of 5,835 Emergency Shelter Kits (ESKs) were distributed, offering immediate protection and support. This critical response was accompanied by the extensive distribution of Non-Food Item (NFI) kits, including 194,029 standard NFIs and 12,581 non-standard items, ensuring comprehensive coverage of basic needs for the affected populations.

Throughout the year, intense hostilities caused widespread destruction, killed and injured thousands, forced millions from their homes, destroyed jobs and livelihoods. The number of people in need of humanitarian aid and protection increased from approximately 3 million people at the start of the year to nearly 18 million a few months later. Humanitarian organizations rapidly expanded operations and reached nearly 16 million people with critical assistance in 2022, despite immense challenges (SitRep, Dec, OCHA).

The situation inside Ukraine is dire despite some return movements reported (SitRep, June, OCHA). Currently, 6.2 million people remain displaced by war within the country (UNHCR SitRep 1st of July). Many people are unable to meet basic needs including, food, shelter, water and medicine, especially due to access constraints in areas where intense shelling is still on-going. According to

Affected areas are not limited as before to a strip along the contact line (which continues to exist) but are scattered across the country. There are many territories outside eastern conflict area are directly affected for the first time (including urban centres).

December 2021

Winterization 2021-2022.  The Cluster completed a detailed analysis of winterization needs and planned response in isolated settlements along the line of contact. In GCA (government-controlled areas), isolated settlements are the areas identified by the Cluster as a priority for the winterization response. In the 45 identified locations, 2,301 families were found in critical need of winterization support. Current partners’ programmes plan to cover only 2/3 of the critical needs.

June 2020

1. NRC closes shelter assistance2. COVID-related restrictions were introduced3. SESU has continued repairing houses damaged by the conflict in Donetsk oblast GCA, while in Luhansk oblast the Shelter Cluster still advocates for the government to activate SESU’s repair activities4. New damages to residential buildings were recorded5. The Shelter/NFI Cluster has analyzed the humanitarian referrals6. In June 2020, heavy rainfalls and flooding affected the western Ukraine

NRC’S PUBLICATIONS – Humanitarian Shelter Damaged Assessment Report (Contact Line Communities in GCA, Donetsk Region, Ukraine) and the report "Emergency compensatory measures: compensation for housing destroyed as a result of the armed conflict" have been published. The focus of the first report was to identify residual housing needs that fall under the humanitarian caseload.
