The primary purpose of this document is to provide a more comprehensive narrative of our Humanitarian Needs Response Plan (HNRP), which serves as a complement to the content found within the shelter cluster section of the HNRP 2024 main document.
The Humanitarian Needs and Response Plan for 2024 (HNRP24) represents a consolidation of the regular Humanitarian Needs Overview (HNO) and Humanitarian Response Plan (HRP) exercises, in line with the decision made at the humanitarian coordination (HC) level.
This document aims to present the Shelter Cluster's narratives and objectives, aligning them with the most up-to-date humanitarian requirements for shelter and non-food items (NFI) in Ukraine during nearly the third year of response following the full-scale Russian invasion.
Within these pages, we endeavour to encapsulate the detailed narratives that have guided the design of our response for 2024. Additionally, this document strives to draw attention to the challenges that lie ahead and the potential risks we may encounter as we work towards delivering a meaningful shelter and NFI response to the affected population.
Furthermore, we will outline the tools, mechanisms, and plans that will guide us in the year 2024.
