The situation in Ukraine is very fluid as population movements within Ukraine are sporadic, unpredictable and difficult to track. Providing exact figures on internal displacement is not possible, however as of March 11th, the Protection Cluster estimates that there are 1.85 million internally displaced and rising, 12. 56 million estimated conflict affected people and around 6.7 million affected and at risk of displacement in the next 3 months. Additionally, over 2.5 million people have crossed international borders.

The geographical area directly affected by military operations has increased dramatically. Affected areas are not limited as before to a strip along the contact line (which continues to exist) but are scattered across the country. There are many territories outside eastern conflict area are directly affected for the first time (including urban centres).

There are many territories outside eastern conflict area are directly affected for the first time (including urban centres).Previously accessible areas or unaffected areas are now isolated settlements due to active fighting, not reachable by both humanitarian agencies and public actors.

December 2021

Winterization 2021-2022.  The Cluster completed a detailed analysis of winterization needs and planned response in isolated settlements along the line of contact. In GCA (government-controlled areas), isolated settlements are the areas identified by the Cluster as a priority for the winterization response. In the 45 identified locations, 2,301 families were found in critical need of winterization support. Current partners’ programmes plan to cover only 2/3 of the critical needs.

June 2020

1. NRC closes shelter assistance2. COVID-related restrictions were introduced3. SESU has continued repairing houses damaged by the conflict in Donetsk oblast GCA, while in Luhansk oblast the Shelter Cluster still advocates for the government to activate SESU’s repair activities4. New damages to residential buildings were recorded5. The Shelter/NFI Cluster has analyzed the humanitarian referrals6. In June 2020, heavy rainfalls and flooding affected the western Ukraine

December 2019

NRC’S PUBLICATIONS – Humanitarian Shelter Damaged Assessment Report (Contact Line Communities in GCA, Donetsk Region, Ukraine) and the report "Emergency compensatory measures: compensation for housing destroyed as a result of the armed conflict" have been published. The focus of the first report was to identify residual housing needs that fall under the humanitarian caseload.
