Shelter Cluster Objective 1 is to ensure that the most vulnerable people affected by conflict (displaced and non-displaced) have access to adequate shelter and NFI assistance (in kind and in cash modalities)



To clarify how to coordinate during an emergency response, Shelter Cluster developed Standard Operating Procedures for an Emergency 



Due to HRP 2024 Shelter Cluster coordinates the following activities listed in Activity Matrix: 

- SN 101 Emergency Construction Materials (ECM) and Emergency Shelter Kit (ESK) 

Distribution of kits and emergency construction materials for self-help temporary house repairs. To be distributed in the immediate aftermath of conflict-related damages to houses and public buildings (schools, medical facilities, basic services)

Recommended content of an ESK is defined in the document

- SN 102 Construction Materials 

Distribution of essential construction material to local authorities, Oblast "humanitarian hubs" or emergency services for self-help repairs. Materials are to be distributed in the immediate aftermath of conflict-related damage to houses and public buildings.

- SN 104 NFI for households 

Distribution of Shelter Cluster NFI kits (essential items that displaced, non-displaced and returnee families may have lost because of the conflict or not taken with them in displacement).

The items that are recommended to be included is defined in the document

Distribution of incomplete kits that cover only partially the needs are not recommended.

UPDATE ON EMERGENCY RESPONSE

Since the end of December, the various oblasts in North Hub have been subject to a series of aerial attacks.

Overview of Emergency Response and stock mapping

As part of the IASC coordination structure framework supports the Government in ensuring a principled, effective, timely and coordinated response to the vulnerable affected people mitigating the risk and reducing the impact of the intensified hostilities and displacement in Sumska oblast, through a clear response coordination mechanism and strategy, and clearly defined roles and responsibilities, the humanitarian community under the leadership of the Humanitarian Country Team developed the Preparedness plan for Sumska oblast (final draft).



To ensure that the plan is realistic and correlates with partners` capacity to respond in case of emergency within 24 to 60 hours per region, and stock mapping with warehouse locations was developed (full-screen dashboard is available via link).
