Winter Response 2024/2025

For HNRP 2024, of overall three cluster objectives the Shelter Cluster has dedicated a single
objective solely to Winterization as Winterization for the Shelter Cluster refers mainly to life-saving activities that deliver essentialrelief to the vulnerable population, ensuring they receive necessary assistance and protection
during harsh winter conditions.

Cluster Objective CO2: Deliver emergency shelter and NFI assistance mitigating the impacts of harsh winter weather for IDPs, returnees, and non-displaced people while minimizing environmental impact

Key recommendation towards the implementation of winter activities is provided in WINTERIZATION RECOMMENDATIONS 2024-2025 - link (available in Ukrainian and English). 

Following Ministry of Reintegration Order No. 309 dated 22.12.2022, nine regions were identified as priorities for assisting with solid fuel: 
- East Hub: Dnipropetrovska, Donetska, Zaporizka, Kharkivska, Luhanska oblast
- South Hub: Mykolaivska, Khersonska, Odeska oblasts
- North Hub: Sumska, Chernihivska oblasts 

Based on the collected needs from local authorities, there are 3 priority areas for the provision of winter energy assistance:
I priority: area of military actions and area of potential military actions
ІІ priority: other areas that are in need.

Chernihivska oblast

Priority 1 to be assisted with solid fuel: 
- 5 hromadas at the boarder line of Novhorod-Siverskyi, Chernihivskyi and Koriukivskyi raions. 
- total # of HHs in need for solid fuel - 24 695 HHs

Partners: ACTED, CF Anika, DRC, FAO, Lampa (IP DRC), NRC, PAH, UFF, ZOA

Sumska oblast

WINTER ENERGY support (updated 20.09) 

Priority 1 to be assisted with solid fuel: 
- 17 hromadas at the boarder line 
- total # of HHs in need for solid fuel - 43 060 HHs
- total # of HHs planned to be supported - 14 997HHs (35%)

Partners: ACTED, CaritasUA, DRC, GER3, JERU, Medair, NRC, People in Peril, PHK (IP UNICEF), PIN, UNICEF

I priority: area of military actions is planned to be covered with partners' assistance for 28,4% in total (including 100% coverage of 0-10 km zone by UNHCR and Government Program under Resolution 993). 
I priority: area of potential military actions is planned to be covered with partners' assistance for 45,2% in total (including 100% coverage of 0-10 km zone by UNHCR and Government Program under Resolution 993).
Challenges: most partners are not able to provide assistance in 10-30 km due to security restrictions

ІІ priority: other areas that are in need is planned to be covered with partners' assistance for 28% in total.
