Highlights

  • Summary of 2023 Response: In 2023 SNFI sector partners across Syria supported 0.7M people with Shelter and 0.6M with core NFI interventions reaching 55% and 76% of the targeted individuals, where the needs had been compounded by a series of devastating earthquakes and multitude of aftershocks. The partners were only able to secure US$ 102M and US$ 82M for Shelter and NFI interventions representing a meagre 55% of 45% of the total requirements. The SNFI sector partners achievements are considerably lower compared to the previous year. In terms of financial requirements sector partners estimated they would require US$ 305M for shelter and US$ 285 for NFIs to undertake the proposed Shelter and NFI interventions representing an increase of 15% for shelter and 16% for NFIs from 2023 financial requirements. The HRP targets closely correspond to the activity-based targets and costing1 estimated by the sector.
  • Humanitarian Response Plan [HRP] 2024: SNFI sectors received 79 Shelter and 73 NFI project proposals and after a thorough strategic and technical review, 73 Shelter and 64 NFI projects were approved for implementation under HRP 2024. Through HRP projects partners aim to target 6.8M individuals with Shelter and 6.1M with NFI interventions, representing 21% and 31% of the estimated people in need.
  • Winter 2023-24 Response: The sector estimated that 5.52M people require essential lifesaving and sustaining winter NFIs to adequately prepare them for the harsh winter conditions, especially in northern Syria. Partners across Syria were only able to reach 1.3M with minimum winter NFIs resulting in a gap of 53% to the target. In terms of funding for winter NFIs, partners raised US$ 56M resulting in a gap of 71% to the total requirement.

  • Achievements: At the end of March, Shelter and NFI partners have been able to reach 0.2M and 0.1M people respectively with essential Shelter interventions and Core NFI provision.
  • Funding: At the end of March, partners secured USD 28M and USD 25M for shelter and NFI responses resulting in a funding gap of 88% and 90% respectively.

Gaps / challenges

  • Economic hardship: Deteriorating economic situation, fluctuation in commodity prices and severe shortage in power supply has resulted in increase in the cost of response, especially Shelter rehabilitation activities.
  • Critical funding gap: Vulnerable people may continue to adopt negative coping mechanism unless additional resources are not made available to sector partners to enable provision of critical Shelter and NFI assistance.
