Highlights

During the reporting month, the Shelter cluster conducted its cluster coordination performance monitoring. The cluster coordination performance monitoring highlighted that the cluster needs to work on improving its core function in the areas of advocacy, technical coordination, integration, resource mobilization, legal and regulatory issues (housing, land, and property particularly), and accountability to affected populations. The action plan for the cluster is available online. The Cluster also worked on the revision of the 5W reporting tool to facilitate better coordination between the cluster partners. An online Q&A session was held with partners to review the tool. Cluster partner Plan International finalized data collection on a new Shelter HH assessment covering the Northwest and Southwest Regions. The findings will be disseminated in April. The assessment identified the differentiated shelter needs for internally displaced returnees, and non-displaced populations. The month of February was still a month when many cluster partners were preparing for the implementation of their programs for this year, while waiting for donor agreements to be funded. Partners conducted market assessments, identified project locations, and held project kickoff meetings. Some NFI distributions through voucher assistance were delivered this month, primarily in the NW. In the month of February, 72% of the Cluster’s response was in this region compared to 28% in the SW region.

Coverage against targets

Need analysis

Clashes between Government Defense Security Forces and Non-State Armed groups continued throughout the month of February which caused a number of pendular movements. While the number of internally displaced people continues to decline, there is a subsequent rise in the number of returnees. In both divisions, internally displaced, non-displaced, and returnees continue to request shelter materials to improve on their shelters. The percentage was notably higher for returnees in the NW asking for shelter materials, while non-displaced percentage was higher for this request in the SW region. Purchasing power for these materials was the second need stated for shelter for returnees, internally displaced and non-displaced population groups. 

Response

The month of February was still a month when many cluster partners were preparing for the implementation of their programs for this year, while waiting for donor agreements to be funded. Partners conducted market assessments, identified project locations, and held project kickoff meeting in addition to continuing some response activities.

North West

  •  

    FGI conducted monitoring of NFI distributions in Menchum Valley. FGI’s activities contribute to the coordination objectives of the Cluster on providing feedback to partners on how their activities are being implemented.

  •  

    WESAD International distributed 120 hygiene kits including items that are useful for the prevention of COVID19 in Bamenda 1 of Mezam Division.

  •  

    IRC used a voucher modality to ensure that beneficiaries were able to purchase needed essential household items for 3332 Households in Bamenda 3, Santa, and Tubah Subdivisions in Mezam Division of the NW.

  • Caritas held a project start-up training for 20 people in Bamenda to prepare for the implementation of their program with UNHCR which will be implemented in both NW and SW regions starting in March.

  • Positive Vision Cameroon began distributing to 12 households clothes, matches and soap to affected households in Teze village in Ngie Subdivision in Momo Division.

  • NRC conducted price monitoring for Shelter and NFI kits in Nkwen Bamenda 3 to prepare for project implementation starting in March or April.

  • CRS with their implementing partner Caritas identified project locations for the implementation of their voucher and NFI program which will be covering Mezam and Momo Divisions.

South West

  •         

    WESAD International distributed 260 hygiene kits including items that are useful for the prevention of COVID19 in Buea Subdivision in Fako Division

  •      IRC used a voucher modality to support beneficiaries in purchasing needed essential household items for 1085 households in Muyuka Subdivision in Fako Division.

Gaps / challenges

  • There was a gap in February in terms of continuity of response for partners to be able to respond to Shelter and NFI needs, given the donor cycle for projects to start implementation, which slowed partners’ capacity to be able to respond to new situations and IDP needs during this month.
  • Partners continued to try to adapt to the restrictions imposed in the NW on the distribution in-kind of the full shelter kit.
  • Resources and partner capacity to respond and access all locations where there are shelter needs remain limited. Advocacy and trainings are encouraged in addition to better reporting on where access constraints are in place.
  • There is a need to increase partners’ situational analysis and sharing of findings from the field. The cluster is trying to put in place an assessment tracker, a referral mechanism, and a photo repository to address this gap. More trainings and workshops will also be held throughout the year.
