@NRC Shelter and NFI activities in Danga Mantung April 2022

Highlights

During the month of April, The Shelter Cluster had two workshops in each region of the Northwest and Southwest. The workshops focused on reviewing and analysing the results of a Plan International household assessment on shelter needs and also the OCHA Multisectoral Needs Asssessment and in brainstorming for how the strategy could be updated to better address those needs. The Shelter Cluster also updated their final draft of an updated Activity Matrix which will serve as the backbone to update the Shelter Cluster strategy. 

Shelter Cluster partners reached 622 households and 4,350 individuals with Shelter and NFI assistance during the month of April.

Coverage against targets

Need analysis

Shelter Cluster partners concluded two dedicated workshops focused on analysing the needs in the Northwest and Southwest regions. The results of the analysis are now summarized in a detailed Analysis Plan. At the end of March until the beginning of April, homes were burned and hundreds of people were displaced in Ndu Subdivision of Donga Mantung Division in the Northwest Region. Shelter Cluster partner NRC began responding to some of these needs in April. Due to access constraints and insecurity, the Shelter needs created by a severe storm in March in Bum Subdivision of Boyo Division in the Northwest region remain. Shelter Cluster partners also began to coordinate on assessments to better continue joint analysis in the future. The Shelter Cluster's assessment page represents a repository of assessment data and an interactive dashboard to facilitate coordination on analysis. 

Response

Northwest

  • NRC provided Shelter and NFI assistance to internally displaced people in Mbongong and Ndu villages.
  • SHUMAS and Magdelene Homecare Training Center continued to support 35 IDP households with rental assistance. 
  • CRS conducted final preparations including beneficiary selection and due diligence with vendors for their voucher for NFI program.
  • Caritas prepared to begin NFI distributions in May for 2000 households. 
  • IRC conducted post distribution monitoring of the NFI distribution that they conducted in March in Mezam division. While many of the beneficiaries prioritized purchase of hygiene and basic items, they still had some outstanding needs for bedding and kitchen materials.

Southwest

  • DRC began the implementation of their voucher program for both Shelter and NFI activities. DRC noted that they were able to also reach rural locations through this modality using pop-up fairs with the vendors. DRC was able to provide the voucher amount for a complete Shelter kit to 102 households in Kosse village in West Coast and to 270 households in Mabeta village in Limbe 3. DRC also conducted voucher for NFI distributions in these same villages and 67 households were reached in Kosse and 251 households in Mabeta. 
  • IRC conducted post distribution monitoring of the NFI distribution that they conducted in March in Fako Division.
  • Caritas prepared to begin NFI distributions in May for 1000 households. 

Gaps / challenges

  • Shelter Cluster resources continue to be limited to respond in a timely manner to all situations.
  • The Shelter Cluster workshops provided an opportunity for Cluster partners to improve their coordination with one another and to also brainstorm ways to improve on the cluster strategy implementation and the recommendations found in the Cluster Coordination Performance Monitoring. Nevertheless, reaction and reporting are still challenges to move many of the Cluster initiatives forward. 
  • The analysis capacity of the Shelter Cluster could continue to improve. The Shelter Cluster is introducing many tools to support partners in the field to better analyse and response to needs that may be identified. As a result of the workshops and various Shelter Cluster meetings, there are now several data collection tools in place that feed dashboards for the partners. These tools are found at this link
  • The restrictions of delivering the full Shelter kit are slowly being addressed as demonstrated by the Danish Refugee Council's distributions during the month of April. Post Distribution Monitoring and the photo gallery will also serve as a way to understand the outcome in terms of knowing how best to report to the indicator of # of shelters built or repaired with the shelter kit. 
  • Transitional Shelter response is required in some scenarios particularly for returnees and protracted IDPs. Funding and authority support for this initiative will be challenging.
