@Shelter Cluster Kitchen sets are critical for meeting basic needs: IDP in the Southwest Region

Highlights

During the month of May, the Shelter Cluster worked on finalizing its strategy which is now published. The strategy includes an update on the needs of internally displaced, returnee, and non-displaced people affected by the crisis and damage to their homes and also clarifies the approach of the Shelter Cluster partner in providing shelter and NFI assistance. Non-State Armed Groups announced a week long lockdown during the week from the 16th to the 20th of May, this impacted the ability of Shelter Cluster partners to proceed with their distribution of activities as normal. 

Shelter Cluster partners in the Norhthwest were able to reach 1461 people with NFIs and 250 households with light shelter kits. Shumas and Emmanuel Sister Akum continued to provide monthly rental assistance to 110 people from 35 households in Mezam Division. No assistance was delivered in the Southwest region during the month of May. Compared to the previous month, this is a 63% decrease in the number of people reached with life-saving assistance.

Need analysis

The Shelter Cluster continued to conduct follow up to the household assessment with Cluster partners. Plan International provided useful documentation of the assessment process including photos that will help the Shelter Cluster to review shelter types. COHESODEC also documented the situations of homes that had been burnt during the conflict with helpful images. The Shelter Cluster also worked with the national shelter cluster on the issue of minimum expenditure basket which enabled the cluster to look at what would be the impact of the crisis in monetary terms which would deprive people of their capability to provide adequate shelter for themselves.

Response

Northwest

  • During the first week of May, NRC reached 250 households in communites in Ndu and Nwa Subdivisions with NFI and light shelter kits. 
  • Shumas distributed family mattresses to 29 households in Bamend.
  • Sister Emmanuel continued to provide rental assistance to 15 households in Akum. 
  • Shumas continued with their rental assistance to 20 students in Bamenda.
  • CRS finalized their selection of vendors for their voucher distribution programming and is undertaking trainings to prepare them for the distribution. They have also finalized beneficiary registration on the number of households planned for each location which is updated in the dashboard. 
  • Caritas also has been conducting partner registration and training enumerators to undertake this exericse. They expect NFI distributions to begin in the second week of June. 

Southwest

  • DRC did not conduct any distributions in May and has been undergoing preparation stages for the next phase of their project. 
  • IOM is preparing a new project for the Rapid Response Mechanism to help in situations of new displacements. They expect this project to begin in July. 

Gaps / challenges

  • The one week lockdown impacted partners' ability to get to the field and to conduct their activities. This was noticed in the number of people reached in the response. 
  • The Shelter Cluster is continuing to work with partners to increase their analysis capacity and will host workshops in the month of June in order to reinforce partners' ability to regularly report and also to more effectively report on the shelter conditions and outcome of our response. The current Shelter Cluster tools are found at this link
  • There is still a need to document the outcome of voucher modality in assuring that the minimum critieria of habitable and adequate emergency shelter are being met given the continued ban on metallic items in the kit.
