Highlights

During the month of July, 2332 households were reached with NFI assistance in Cameroon's Northwest and Southwest regions. 1322 were beneficiaries of a voucher program distributed by CRS in Mezam and Momo Divisions, while Caritas and IRC distributed NFI kits in-kind to 1000 internally displaced households in Fako Division in the Southwest. 100 households in Caritas's distribution  were also provided with emergency shelter kits. NRC finalized beneficiary selection of its cash for rent program to be implemented in both Bamenda and Kumba towns for 100 households. The beneficiaries will receive the cash instalments in the next month. In terms of monitoring of the targets that the Shelter Cluster set during the 2022 Humanitarian Response Plan, based on information communicated by Shelter Cluster partners, the Cluster is on track to achieve: 

  • 79% of the targeted 12,475 households with NFI;
  • 31% of the 18,492 households targeted with emergency shelter support,
  • 33% of the 484 households targeted with rental assistance,
  • 0% of the households targeted with transitional shelter.

The Shelter Cluster launched its process for Co-Chair with voting for the two candidates to take place in August. 

The Shelter Cluster participated in an enumerator training in Buea, Cameroon for the next round of the OCHA Multi-sector Needs Assessment with data collection to take place in August. In this round of data collection, the Shelter Cluster is hoping to collect more information on the types of shelter of IDPs and returnees according to the shelter types elaborated in this year's strategy. 

Shelter Cluster partners also reported a rising increase in the price of the items in both Shelter and NFI materials. This has pushed the Shelter Cluster to update its kit specifications while putting in place a tool for regular monitoring of items. This rise in prices is related with the consequences of global inflation as a result of the crisis in Ukraine.

Need analysis

In addition to several new displacements and pendular movements caused by security incidents in the last month, needs for internally displaced, returnees, and non-displaced are also being exacerbated by economic factors. The escalation of armed conflict that has been sustained for the last 6 months has caused an increase in prices for the items that are found in both the Shelter and NFI kits. Shelter Cluster partners have started to monitor these changes in prices so as to better adjust when implementing their programs in the field. As rainy season advances and road traffic becomes more difficult and some villages see their construction sector weakened, there has been a loss of livelihoods in the construction sector and a shortage of supplies for more durable construction materials such as CGI sheets, windows, doors, and cement. This makes the longer-term prospects for recovery difficult. At the end of July, a lockdown was carried out for 3 days between July 25-27, grounding humanitarian activities in the field for half a week, with activities resuming the 28th of July. 

Response

Northwest

  • 1322 of CRS's targeted households redeemed their vouchers for NFI during the month of July. Beneficiaries purchased bed sheets, blankets, mattresses, plastic basins, soap, laundry detergent, and clothes including slippers.
  • NRC finalized selection of beneficiaries for its cash for rent program in Bamenda 3. 50 households will receive cash for rent to cover 3 months of rent starting in August.  
  • SHUMAS and Sister Emmanuel continued to provide rental assistance to 38 households in Mezam Division. 
  • IVFCAM supported 23 GBV survivors with rental assistance support in Babessi Subdivision.
  • Caritas distributed NFI kits to 489 households in Bambui

Southwest

  • Caritas distributed NFI kits to 852 households in Fako division in Mekongi, Naangai, and Tole villages. 
  • Caritas distributed emergency shelter kits to 100 households in Tole village. 
  • IRC distributed NFI kits to 158 households in Buea, Kossale 3, and New Bonako. 
  • NRC finalized selection of beneficiaries for its cash for rent program in Kumba 1. 

Gaps / challenges

  • The Shelter Cluster is on track to achieve 79% of its targeted households for NFIs as of July 2022. 
  • Emergency shelter kit distribution is on track to achieve 31% of its intended targets. The gap here is caused by both funding and also in terms of the challenges of implementation of this project. The Shelter Cluster is working with shelter partners to implement a shelter kit checklist to ensure greater accountability to populations and to also ensure that minimum emergency shelter standards are being met through this project. 
  • Rental assistance is on track to achieve 33% of its intended targets. Normally, smaller in scale and requiring extensive protection and shelter monitoring, this is also understandable. NRC is currently piloting a larger scale project of 100 households to be assisted with rental assistance including livelihoods, wash, and basic needs approach. The organization will present its lessons learned during the next Shelter Cluster meeting scheduled at the end of August. 
  • Sadly, there have been 0% of activities achieved in the area of shelter support which would be shelter support going beyond emergency shelter provision this year. This is a critical gap for the Shelter Cluster in its strategic implementation as the Shelter Cluster has been making calls for a more adequate shelter response. The Cluster will start monitoring the prices of more durable shelter materials in the markets, while one partner is currently working on a voucher for shelter project with more details to be communicated in the next month. 
  • Planning of implementation activities was made challenging this month due to the 3 day lockdown at the end of the month and the rumors that a one-month lockdown would  be implemented in August.
