Highlights

During the month of August, the Shelter Cluster reached 111 households with NFI assistance and 50 households with Shelter assistance. The Shelter Cluster also went through a process for Co-Chair elections of which NRC was selected to be the co-chair for the Northwest and Southwest starting in September. In response to the rising prices reported in local markets for the items found in both the Shelter Cluster’s NFI and emergency shelter kits, a revision to those technical standards was undertaken to reflect the realities of the market. The Shelter Cluster also introduced a Market Monitoring Dashboard which will be further supported by a standardized Shelter Cluster market monitoring tool.

The Shelter Cluster team participated in enumerator training in Bamenda for the next round of the OCHA Multi-Sector Needs Assessment. With data collection ongoing throughout August, the Shelter Cluster is hoping to improve its knowledge of the various shelter types at the village level in which internally displaced and returnees are staying.

COHESODEC also reported that as of August, it has identified 548 shelters in the Northwest that were intentionally burnt throughout the 5 years of the crisis. Their data collection is ongoing.

Need analysis

Activities began timidly for Shelter Cluster partners during the month of August as Rumours circulated that a month-long lockdown would be imposed. Thankfully for the continuation of humanitarian activities, the lockdown did not come to fruition. The largest gap in terms of shelter needs in the area of  the shelter response. while several cluster partners were preparing to implement distribution of emergency Shelter kits, one shelter partner also attempted to pilot a new shelter programming aiming to address repair needs of shelter by providing voucher as a transitional shelter. More support for this type of shelter response will be needed in the future to make the Cluster's response more adequate. Shelter Cluster will also work with a new tool to assess the impact of the emergency shelter kits response and make sure that their response become more accountable to the shelter needs of those impacted by this crisis.

Response

Northwest

  • Caritas had no distribution in August but was in preparatory activities for their upcoming distributions including selection of beneficiaries in their target communities. NW targets: 500 HHs in Fundong and 500 HHs in Njinikom in Boyo division; 1000 targeted HHs in Menchum: 500 HHs in Weh and 500 in Esu. Figures for shelter are just estimates but UNHCR and Caritas may approach COHESODEC to support some of the shelter victims of burnt houses presented earlier. Additionally, UNHCR and Caritas Bamenda had refeed 11 PoCs and they were assisted with NFI kits at the AIRD warehouse. these 11 kits distributed were part of the remaining kits distributed in Bambui.
  • IRC is going to distribute 200 NFIs and hygiene kits for 200 households in the Northwest region. Distribution will be done in late October or early November.
  • H4BF carried out distribution of NFI kits in Nkambe, Donga - Mantung division in the NWR in the month of August. This distribution is targeting 100  household. Items distributed in August was 300 soap and 50 hygiene kits.
  • NRC distributed cash for rent to 50 households in Bamenda and Next week 50 household in Kumba in the SWR will receive their cash for rents.
  • UNHCR is starting a cash for shelter intervention, and they would like to ask Shelter Cluster partners in identifying beneficiaries. They will share with the Shelter Cluster the form to be shared with Cluster partners.

Southwest

  • DRC did bot carry out any activity in the month of August, but they plan to distribute shelter and NFI kits to 3150 households (600 households in voucher form), Meme and Kupe -Muanenguba Division starting at the end of September.
  • Caritas is planning to distribute 1900 shelter kits to 6 communities in Meme division in Kumba 1, Kumba 3, and Konye. These subdivisions will receive 1000 kits for the planned month.

Gaps / challenges

  • Since July and throughout August, rumours of possible lockdowns have complicated the planning processes for many Shelter Cluster partners. This has interrupted the predictability and readiness by which Shelter Cluster partners can deliver.
  • Shelter Cluster partners are in the most part in a distribution mindset and need to gradually shift to an outcome mindset to improver the quality of the shelter response being delivered. The Shelter Cluster is conducting several workshops to reinforce the partners capacity in this area which will also result in the production of a standardized post distribution monitoring tool.
  • Shelter Cluster activities need to become more accountable to the affected population, so the Shelter Cluster is introducing several tools including the Shelter Kit Checklist which should support partners in providing needed technical assistance with activities.
  • There is a need to sensitize donors about the need for the shelter response to become more adequate to the shelter needs, which will not be possible without the required resources.
