Highlights

The month of September was marked by a 2 weeklong lock down observed in both the Northwest and Southwest regions. Shelter cluster partners were not able to implement any activities in the Northwest and Southwest for the month of September. This shows the limitations and harm that lockdowns have on operational response for shelter programming. UNHCR with their partner Intersos conducted needs assessments for beneficiaries in the West and Littoral regions, the aim of the assessment is to inform cash for rent and NFI interventions planned for the months of October and November 2023

Need analysis

The month of September witnessed several forced displacements of persons from their homes into new locations in both the Northwest and Southwest regions. There is an increasing need for NFI and shelter according to IOM/OCHA emergency tracking table #211. The sub-divisions most affected for the months of September include: Nwa, Belo, and Menchum for the NWR and Eyumojock and Ekondo Titi sub-divisions for the Southwest region.

The shelter cluster coordinator had a mission to the West region to support the UNHCR/Intersos team during the needs assessment in the West region. Find here the link to the mission report.

Northwest

  • No implementation

Southwest

  • IRC is planning distributions for newly displaced people in the villages of Kosala 3, Mambani, and Ikiliwindi of Meme Division in the South West Region.

West

  • UNHCR conducted needs assessment for beneficiaries in the West. This assessment is to inform cash for rent and NFI interventions.

Littoral: 

  • UNHCR conducted needs assessment for beneficiaries in the Littoral. This assessment is to inform cash for rent and NFI interventions.

Gaps / challenges

  • The 2 weeks lockdown observed in the Northwest and Southwest regions from the 3-18th /09/2023 limited the operational response of shelter cluster partners in the Northwest and Southwest regions.
  • Due to funding constraints, the Shelter Cluster is only on track to achieve 21% of its targets for NFI activities, and only 13% of shelter activities. Part of this is due to funding constraints and it is also due to a lack of comprehension about how to conduct good shelter programming that includes more than just distributions but also has technical assistance and monitoring. Donors and senior management are often not putting in the resources to make that a reality especially for shelter programming. Equally access and limited days in the field are also limiting factors. 
  • Shelter Cluster have also struggled to do price monitoring, this has limited the Shelter Cluster from updating its technical guidelines and standard prices since August 2022
