@ NRC Distribution of NFI kits in Ngoketunjia Division through partner SIRDEP

Highlights

The Month of October  started with the transition for the shelter cluster coordinators with the out going cluster coordinator in the person of Renee Wynveen handing over to the  incoming shelter cluster coordinator in the person of George Tibaijuka. The month of October was a busy one with the HNO/HRP process and the presentation of the MSNA data. Only two cluster partners reported activities for the month of October. UNHCR reported the ongoing light and medium repairs for 37 households,(20HH in the North west region and 17HH in the South west region), UNHCR through implementing partner Intersos have completed the identification of 470 Households in the Northwest, Southwest, West and Littoral to benefit from cash for rent. Identification of 1743 households to benefit from cash for NFIs in the NorthWest, SouthWest, West and Littoral has been completed. The partner NRC reported planned distribution of 650NFI kits by partner CBC in Jakiri, Kumbo, Nwanti and Mbawnso. NRC also reported the planned distribution of the second round cash for rent for 3 months  to 60 households in Bamenda 2 NWR, and 60 Household in Idenua South west region with a monthly rent of 25000frs per household.

Need analysis

The month of October saw the presentation of the MSNA data that was collected in the entire Northwest, Southwest, west and littoral regions. the data revealed the number of IDPs, Returnees still in informal and bush settlements, and those in official villages, the different shelter types in these four regions and the level of damaged houses and this further shows the need for light and medium repairs interventions. The MSNA identified some communities that are in severe adequacy phase 4 with a majority of the houses lacking some basic NFIs, cooking utensils and lighting for the night. it was also observed that overcrowding was prevalent in many urban centers. Details of the MSNA findings can be found in last shelter cluster presentations.

Northwest

  1. NRC is planning the distribution of second round cash for rent to 60 Households in Bamenda 2, with a monthly amount of 25000 per household.
  2. UNHCR is currently implementing light and medium repairs activities for 20 households in Menchum with a transfer value of 175000frs per household
  3. NRC plans to distribute 650NFI kits through implementing partner CBC in Jakiri, Nwanti, Mbawnso and Kumbo
  4. NRC plans to distribute 500NFI kits in Menchum(Benade, Benakuma and Modelle)
  5. UNHCR through partner Intersos plans to carryout cash for rent for some households with a entire transfer value of 87000frs
  6. UNHCR through Partner Intersos plans to distribute cash for NFIs to  some households with a transfer value of 47000 frs

Southwest

  1. UNHCR is currently carrying light and medium repairs for 17 households with a transfer value of 175000 frs
  2. NRC plans to distribute the second round of cash for rent to 60 Households in Idenua
  3. UNHCR- through partner Intersos  plans to implement cash for rent to some households with a entire transfer value of 87000frs
  4. UNHCR through Partner Intersos plans to distribute cash for NFIs to  some households with a transfer value of 47000 frs

West

Gaps / challenges

  • Implementation rate of most of the partners is reducing as we draw near to the end of the year. This can partly be due to the fact that most of the partners have already implemented the activities they had planned for the year.
  • Due to funding constraints, the Shelter Cluster is only on track to achieve 21% of its targets for NFI activities, and only 13% of shelter activities. Part of this is due to funding constraints and it is also due to a lack of comprehension about how to conduct good shelter programming that includes more than just distributions but also has technical assistance and monitoring. Donors and senior management are often not putting in the resources to make that a reality especially for shelter programming. Equally access and limited days in the field are also limiting factors. 
  • Shelter Cluster have also struggled to do price monitoring, this has limited the Shelter Cluster from updating its technical guidelines and standard prices since August 2022
  • the poor state of the roads especially to some hard to reach areas like Donga-Mantung and Menchum Divisions in the NWR and Ndian division in the SWR
