21st July Shelter Cluster Meeting Minutes

Action Points from the Meeting

  • NRC to share the results of their Post Distribution Monitoring before the next National Sector Meeting which will be held on the 26th of July. 
  • Subnational partners to remember to attend the National Sector Meeting on the 26th of July. Invitation will be recirculated when shared by the National Sector Coordinator. 
  • Shelter Cluster partners to review the draft Strategy and make sure that they provide inputs in consultation with their staff. The deadline for inputs should be the 4th of August 2023. The strategy will help partners in their fundraising efforts. 
  • Shelter Cluster partners to remember that they should provide inputs to things such as price monitoring, technical guidelines of the Shelter Cluster as that is how the Cluster works. It can't update documents if partners are not providing inputs. 
  • Shelter Cluster partners to encourage a greater participation of their National NGO sub-implementing partners and ensure that they are including them in the 5W for visibility. This promotes localization. 
  • Shelter Cluster team to draft contingency plan and share it with Cluster partners for inputs. 
  • The Shelter Cluster Coordinator announced that she has been appointed to her new assignment in Ukraine. She will communicate with partners the exit date when it becomes available. Shelter Cluster partners to get in touch with the coordinator to review any capacity building that they may need in the next few weeks. 
  • Shelter Cluster partners to remember to communicate with the Cluster prior to conducting any activities or assessments. The 5W tools is not only about achievements but it is about planning as well. At the planning stage is the stage to prevent duplication and promote coordination.
  • NRC to share rental market monitoring tool to include it amongst the list of preparedness actions and tools in the Shelter Cluster toolbox. 
  • Partners in the West and Littoral to be aware that the general shelter cluster meetings such as this will always be conducted in English given that the affected population from the crisis are English-speaking. The meeting would be too long to give interpretation in French but also it is important that French-speaking populations make an effort to speak the language of those who are affected. 
  • Partners to reach out if they are in need of additional training to the Cluster team. 

Updates from Cluster Partners

  • Cameroon Student Corps stated that they helped 20 IDP students with rental assistance. This activity was not included in the 5W, because the organization did not fill out the 5W completely. The transfer value has to be in line with the Cluster technical recommendations and in line with the values for that location. So this is not in the 5W for the month of June. 
  • DRC does not have any ongoing Shelter/NFI assistance for the moment. 
  • IRC is planning distributions of NFI in Ikliwindi and Baduma in Konye Subdivision. They are doing a household verification of beneficiaires and by the end of July they will commence with this distribution. They have close to 50 beneficiaries who will receive NFIs. IRC has distributed to 36 households in Bamenda and has 66 households left that they will distribute based on referrals 
  • UNHCR is planning CRI distribution in Fako and Meme which will take place in the month of July. There was already a distribution in Tiko Subdivisoin to 35 households, and in Meme in Kumba 2 in Kosala 2, 3 and Ntam 3 there is a distribution of 47 households. The distribution will be done through Intersos. 
  • NRC distributed 300 NFI and Emergency Shelter Kits in Matando 2 in the Southwest. In the Northwest and Soutwest, NRC has completed verification of households to benefit from cash for rent. NRC will support 60 households in the NW and 60 households in the SW which is an increase in their target due to savings. There will be two phases of cash for rent 3 months and 3 months to cover 6 months. Training for shelter committees in Benakuma for shelter repairs is ongoing.
