Shelter Cluster Ukraine ACTIVITIES HANDBOOK 2025
The purpose of this document is to compile the necessary information for planning, monitoring, and reporting Shelter Cluster Activities included in the Humanitarian Needs and Response Plan (HNRP) 2025. It describes the intended outcome for each proposed activity, identifies the most suitable indicators for each activity, recommends modalities of assistance, shows the reference cost, and provides instructions for ensuring coherence in activity reporting among different partners. This document does not replace Shelter Cluster's technical guidelines and should be read together with them.
Below are the objectives framing the activities included in the HNRP 2025. Strategic objectives are common to all sectors, whereas cluster-specific objectives pertain to shelter and NFI sector activities.
Strategic Objective SO1: Provide principled and timely multisectoral life-saving emergency assistance to the most vulnerable internally displaced people and non-displaced war-affected people, ensuring their safety and dignity, with a focus on areas with high severity levels of need.
Cluster Objective CO1: Provide life-saving emergency shelter and non-food item (NFI) support to internally displaced people and non-displaced war-affected people, ensuring their safety and dignity with a focus on areas with high severity levels.
Cluster Objective CO2: Deliver life-saving emergency shelter and NFI assistance, mitigating the impacts of harsh winter weather for internally displaced people and non-displaced war-affected people, ensuring their safety and dignity with a focus on areas with high severity levels.
Strategic Objective SO2: Enable access to prioritized essential services for the most vulnerable internally displaced and non-displaced war-affected people, with a focus on areas with high severity levels of need to ensure their protection, safety, and dignity.
Cluster Objective CO3: Ensure access to adequate housing and common services for internally displaced people and non-displaced war-affected people, ensuring their protection, safety, and dignity and fostering linkages to longer-term solutions.
