Highlights
According to PRMN report, over 2,945,000 individuals have been displaced due to the devasting impacts of floods, drought and conflict/insecurity between January and December 2023. Most of these displaced people have arrived in several distircts, namely Beletweyne, Baardheere, Gaalkacyo, Mogadishu, Baidoa, Saakow, Kismayo, Luuq, Garowe and Garbahaarey districts. Among the displaced people, three critical needs have emerged as the top priorities: food, shelter and livelihoods.

Among the displaced people, three critical needs have emerged as the top priorities: food, shelter and livelihoods.
Response
In December 2023, the Cluster Partners reached 61,332 people with non-food items (NFI) kits; and 204,120 people with shelter assistance. Cumulatively in 2023, using the new methodology of eliminating overlap for households who have received both NFI and Shelter assistance, the Shelter Cluster partners reached 849,101 individuals (74%) of 1.4 million people targeted with NFI and shelter assistance.
Gaps / challenges
- Prices of shelter commodities have increased sharply in the recent past affecting delivery of assistance e.g. through cash.
- Flooding and conflict has made it difficult to deliver assistance in some areas
- Failure to identify shelter needs in famine prevention makes it difficult to advocate for shelter response
